Our HOA manager recommended CPI when our toilet overflowed on a Saturday evening in July. They picked up the phone at 8:30pm on a Saturday night. One of their plumbers showed up 30 minutes later. He quickly determined that the clog was a bigger issue further down the sewer line which required a professional hydro jetting cleaning to resolve. After checking with the HOA manager, CPI sent a jetter machine and another plumber within half an hour. Their crew worked until 11:30pm to clear the clog. We were so happy that we could use the bathroom again! CPI was responsive, communicated well, worked fast, and resolved the issue during off-hours. We will definitely call them again.
Hattie C.Yelp review
CPI has again done a top-rate job of storm season preparation for our complex, video inspections and hydrojetting all the drain lines and sewer lines too. They work hard and efficiently. Especially appreciated their extra effort to finish up before the Thanksgiving holiday with all the friends and family gatherings— Luis took a moment as he was finishing up and gathering up his equipment to say all looked good with a sewer line that had been questionable and that we should be good now for all those big holiday get-togethers.
Lucinda C.Yelp review
CPI and Alex were extremely helpful when our local church’s water heater kept malfunctioning and needed replacing. From the initial diagnosis, explanation and recommendation of replacement, we always felt that our needs were being tailored to. Not only were they extremely kind, knowledgeable and professional, but they also were diligent and efficient during their time.
We’re truly grateful for their excellent work and would highly recommend CPI to anyone in need of plumbing or heating services, especially for those in larger community buildings like churches like ours.

Commercial Plumbing in Saratoga: What's Different
The City doesn't run water or sewer service. San Jose Water supplies the water, and sewers belong to one of two sanitary districts, each with its own rules.
Who to call
San Jose Water answers 408-279-7900 around the clock. Sewer backups go to the West Valley Sanitation District (408-385-3090) or the Cupertino Sanitary District (408-253-7071) on weekdays; both use 408-299-2507 after hours.
The cleanout sets the lateral line
In the West Valley district, the owner is responsible for the lateral from the building to the property line cleanout, including the cleanout. Without a proper, accessible cleanout, the owner is responsible all the way to the main.
Grease rules in District code
West Valley's code requires grease interceptors to be cleaned every 90 days and grease traps every 30 days, or sooner at 25% full, and right away if grease shows in the sample box. Records stay on site for 3 years.
City permit, then District review
The City requires a permit for every water heater installation, replacements included. Sewer and tenant improvement work also goes to the sanitary district, which reviews it after the City permit is applied for.
Hard groundwater in the mix
San Jose Water blends groundwater averaging 288 ppm hardness with softer mountain surface water (151 ppm) and Valley Water supply (99 ppm). Hard water shortens water heater life and scales fixtures.
SVCE rebates
Saratoga is in Silicon Valley Clean Energy's service area. SVCE's business rebates cover commercial heat pump water heaters that replace gas or electric units, with a reservation required before installation.
A Property Manager’s Guide to Plumbing in Saratoga
Water: San Jose Water
The City of Saratoga doesn’t run a water system; its businesses and residents get water from San Jose Water. Its customer service line, 408-279-7900, is staffed 24/7 for water emergencies, with after-hours calls routed to dispatch. San Jose Water owns the service from the main through the meter and the meter’s outlet coupling; everything past that coupling, including the building’s service line and shutoff valve, is the customer’s. Don’t shut water off at the meter yourself; call San Jose Water.
Sewer: two sanitary districts
Saratoga’s sewers are owned and run by two districts. The West Valley Sanitation District, based in Campbell, serves about two-thirds of the city; the Cupertino Sanitary District serves the rest. Check which one serves a building (West Valley has an address lookup on its service-area page) and keep its numbers with your emergency contacts:
- West Valley: 408-385-3090, weekdays 7:30 a.m. to 4:30 p.m. (main office 408-378-2407).
- Cupertino Sanitary District: 408-253-7071, weekdays 8 a.m. to 5 p.m.
- After hours, either district: 408-299-2507.
In the West Valley district, a crew checks the main and, if there is a property line cleanout, clears the lower lateral between the cleanout and the main at no added charge. The District’s code, as amended through September 2026, makes the property owner responsible for the upper lateral from the building to the property line cleanout, including the cleanout itself. Without a properly installed, accessible cleanout, the owner is responsible all the way to the main, and laterals that connect to mains in easements are entirely the owner’s. In the Cupertino Sanitary District’s area, the District maintains the street lateral only where there is an accessible, serviceable cleanout at the property line.
For older properties, that makes a property-line cleanout and periodic camera inspection worth planning. West Valley inspects new cleanouts from emailed photos and a CCTV check, and work in the public right-of-way or a District easement must be done by a District-registered contractor. Where a building has a plumbing fixture whose floor is 12 inches or less above the ground at the upstream sewer manhole, West Valley requires a sewage backflow device, which the owner must keep working. See commercial sewer repair.
Restaurants and grease control in the West Valley district
West Valley’s ordinance code sets firm rules for food service establishments:
- Grease interceptors: clean every 90 days, or when grease and solids reach 25% of the design depth, whichever comes first, and immediately if grease shows in the sample box.
- Grease traps: clean every 30 days, or at 25%.
- Cleaning: pump the device dry and wash down sides, baffles and tees; enzymes, bacteria and other additives that dissolve grease are prohibited.
- Records: keep 3 years of cleaning and hauling records on site, including hauler, volume and the percentage of grease found.
- Changes: notify the District 60 days before a change of ownership, remodel or change in operations.
A new restaurant or a restaurant in an existing tenant space needs a City building permit, County Environmental Health approval and a District plan review of the menu and plans; the District typically needs 10 to 15 business days to issue its permit. Scheduled hydro jetting keeps the kitchen lines leading to the interceptor open.
Permits: City and District
Saratoga’s Building Division (408-868-1240) takes permit applications through its eTRAKiT portal. The City requires a permit for all water heater installations, including replacements, and for plumbing and gas line changes; replacement-only water heater permits may be issued over the counter. Its inspection checklist includes seismic straps (a third strap for units over 52 gallons), a T&P drain line to the exterior, a gas shutoff next to the unit and bonding of metal piping.
Sewer work, tenant improvements, new buildings and changes of business also go to the sanitary district. West Valley reviews the plans after the City permit is applied for; if no District permit is needed, it emails a letter for the City. The Cupertino Sanitary District requires its fees to be paid before any sewer work begins.
Backflow testing
San Jose Water requires backflow assemblies on fire services and some domestic services, generally a reduced-pressure assembly, tested at least once a year by certified testers. From January 2027, customers arrange and pay for that annual test themselves, and San Jose Water will send the deadline and reporting instructions before each test is due. Check with its Backflow Department (408-279-7872) before buying a device. We install and repair the assemblies these rules require; see backflow preventers.
Water heaters: hard groundwater and SVCE rebates
San Jose Water’s 2025 water quality report lists three supplies: groundwater averaging 288 ppm hardness (175–451 ppm), mountain surface water at 151 ppm, and Valley Water treated surface water at 99 ppm. San Jose Water manages about 6,000 acres of watershed in the Los Gatos Creek and Saratoga Creek watersheds. Hard water builds scale in tanks, tankless heat exchangers and fixtures, so flushing and descaling matter. When it’s time to replace, Silicon Valley Clean Energy offers business rebates for commercial heat pump water heaters (81 gallons or more) that replace gas or electric units; a reservation is required before installation, and the claim needs proof of permitting. See commercial water heaters.
