Our HOA manager recommended CPI when our toilet overflowed on a Saturday evening in July. They picked up the phone at 8:30pm on a Saturday night. One of their plumbers showed up 30 minutes later. He quickly determined that the clog was a bigger issue further down the sewer line which required a professional hydro jetting cleaning to resolve. After checking with the HOA manager, CPI sent a jetter machine and another plumber within half an hour. Their crew worked until 11:30pm to clear the clog. We were so happy that we could use the bathroom again! CPI was responsive, communicated well, worked fast, and resolved the issue during off-hours. We will definitely call them again.
Hattie C.Yelp review
CPI has again done a top-rate job of storm season preparation for our complex, video inspections and hydrojetting all the drain lines and sewer lines too. They work hard and efficiently. Especially appreciated their extra effort to finish up before the Thanksgiving holiday with all the friends and family gatherings— Luis took a moment as he was finishing up and gathering up his equipment to say all looked good with a sewer line that had been questionable and that we should be good now for all those big holiday get-togethers.
Lucinda C.Yelp review
CPI and Alex were extremely helpful when our local church’s water heater kept malfunctioning and needed replacing. From the initial diagnosis, explanation and recommendation of replacement, we always felt that our needs were being tailored to. Not only were they extremely kind, knowledgeable and professional, but they also were diligent and efficient during their time.
We’re truly grateful for their excellent work and would highly recommend CPI to anyone in need of plumbing or heating services, especially for those in larger community buildings like churches like ours.

Commercial Plumbing in Sunnyvale: What's Different
Sunnyvale runs its own water and sewer utilities and its own treatment plant, so several rules differ from neighboring cities.
One 24-hour number
The City's Water and Sewer Response Service takes main breaks, leaks at the meter, low pressure, no water and sewer backups around the clock at 408-730-7400.
Laterals are the owner's
The City maintains the mains. Sewer laterals and the water pipe from the meter to the building are generally the owner's; with a property-line cleanout, the City may clear a lower-lateral blockage as a courtesy.
Grease devices every six months
Food service establishments need a City-approved grease removal device, emptied at least every six months or more often if the City requires it. Maintenance records stay on site for 3 years.
Backflow tests by City-listed testers
Backflow assemblies must be tested at least annually, and the City accepts test results only from testers on its approved list. Multi-use commercial, office and warehouse buildings are among the sites that need one.
Very hard well water at peak demand
SFPUC water in the north averaged about 60 ppm hardness in the 2025 water quality report and Valley Water in the south about 97 ppm. City wells, which supplement supply in summer peaks and emergencies, averaged 290 ppm.
Silicon Valley Clean Energy rebates
Sunnyvale is a founding SVCE community. Commercial customers can get rebates for heat pump water heaters; the application must be approved before installation, and the claim needs the signed final permit.
A Property Manager’s Guide to Plumbing in Sunnyvale
Water, sewer and treatment are run by the City
The City of Sunnyvale provides water and sewer service itself; California Water Service serves only a small portion of the city. The City’s wastewater goes to its own Donald M. Somers Water Pollution Control Plant at 1444 Borregas Avenue, a tertiary plant built in 1956 that discharges to San Francisco Bay and supplies recycled water to more than 100 customers. Since 2014 the plant has been under a 20-year upgrade, the Sunnyvale Cleanwater Program. For main breaks, leaks at the meter, low pressure, no water or sewer backups, the City’s 24-hour Water and Sewer Response Service is 408-730-7400; put it on your building’s emergency contact list.
Sewer laterals and service lines
The City maintains the sewer mains through flushing, video inspection, manhole repair and blockage removal. In general, the lateral from the building to the main is the property owner’s responsibility, and so is the water pipe from the meter to the building. For a backup, the City asks owners to call it before anyone else; it helps locate the blockage, and where a property-line cleanout exists it may clear the lower lateral itself. For tree roots and cracked pipe, repairs are the owner’s to arrange.
On older properties, a property-line cleanout and a periodic camera inspection make both the City’s courtesy service and private repairs easier. Lateral work in the street or sidewalk needs a City encroachment permit. See commercial sewer repair.
Restaurants: grease rules in the Municipal Code
Sunnyvale’s sewer use regulations (Municipal Code ch. 12.12) set the grease requirements for food service establishments:
- Grease removal device required: every food service establishment, and any user with grease-generating activities, must install and maintain a City-approved device sized to the Plumbing Code. Interceptors are the default; a grease trap is allowed only by City variance.
- Cleaning frequency: remove the full contents of interceptors and traps at least every six months, sooner if needed. The City can require more frequent cleaning after a grease blockage in the main.
- Grease traps: no food waste disposers or dishwashers connected, and no water over 140°F.
- Records: log each cleaning (date, approximate amount, disposal) and keep records at the facility for 3 years.
Pumping deals with the device; scheduled hydro jetting keeps the kitchen lines leading to it open.
Backflow testing
Sunnyvale’s Cross-Connection Control Program requires backflow assemblies at sites such as multi-use commercial, office and warehouse buildings, fire services, irrigation systems, medical buildings and labs, car washes, laundries and food and beverage plants. Owners must have each assembly tested at least annually, and the City accepts results only from testers on its approved list, who hold a City backflow testing permit. Test reports and administrative questions go to backflow@sunnyvale.ca.gov. The City also offers free inspections through a survey form, and service can be disconnected after repeated requests go unanswered. We install and repair the assemblies these rules require; see backflow preventers.
Permits for commercial plumbing work
Sunnyvale handles all building permits online through E-OneStop Online Services: applications, plan uploads, comments, inspections and payments. The One-Stop Permit Center at City Hall (456 W. Olive Ave., 408-730-7444) offers morning over-the-counter plan check appointments. Larger projects, over 15,000 square feet and $100,000 in valuation, fall under the City’s Responsible Construction Ordinance, with added paperwork before permits and occupancy.
Water heaters: blended hard water and SVCE rebates
Sunnyvale buys SFPUC water for the northern part of the city and Valley Water for the southern part, and supplements both with City wells during summer peaks and emergencies. The 2025 water quality report shows well water averaging 290 ppm hardness (270–310), Valley Water about 97 ppm and SFPUC about 60 ppm. That much hardness builds scale in tanks, tankless heat exchangers and fixtures, so flushing and descaling matter. When it’s time to replace, Silicon Valley Clean Energy offers business rebates for heat pump water heaters, scaled by tank size; the rebate must be reserved before installation, and the claim needs the final permit signed by the City inspector. See commercial water heaters.

Commercial Plumbing in Sunnyvale FAQs
Who do I call for a water main break or sewer backup in Sunnyvale?
The City of Sunnyvale's 24-hour Water and Sewer Response Service at 408-730-7400. For sewer backups, the City asks you to call it first; it says it responds within two hours and helps find which part of the system is causing the problem. For pipes on your side, call a plumber; we answer 24/7 at (408) 978-3093.
Who is responsible for the sewer lateral in Sunnyvale?
The City maintains the sewer mains; in general, the lateral from the building to the main is the property owner's responsibility. As a courtesy, the City helps locate blockages, and in some cases where a property-line cleanout is installed it will clear the lower lateral. Leaks between the water meter and the building are also the owner's to fix.
How often must grease interceptors be pumped in Sunnyvale?
Under Municipal Code §12.12.026, the full contents of grease interceptors and grease traps must be removed at least every six months, or more often if needed or required by the City. Each cleaning must be logged with the date, approximate amount removed and where it went, and records kept at the facility for 3 years.
How are backflow tests handled in Sunnyvale?
Assemblies must be tested at least annually by a tester on the City's approved list; results from anyone else are not accepted. Test reports go to the City's Cross-Connection Control Program (backflow@sunnyvale.ca.gov). The City also offers free inspections to help businesses see whether they need a device.
Is Sunnyvale's water hard?
Yes, in part. The 2025 water quality report shows City wells at about 290 ppm and Valley Water, which serves the southern part of the city, at about 97 ppm. SFPUC water in the north averaged about 60 ppm. The wells supplement supply during summer peaks and emergencies, so expect more scale at those times.
Are there rebates for commercial heat pump water heaters in Sunnyvale?
Yes. Silicon Valley Clean Energy offers business rebates for heat pump water heaters to any commercial or municipal SVCE customer, with amounts that depend on tank size. Reserve the rebate before installation; the claim requires the final permit signed by the City inspector. Check current amounts with SVCE.
How is commercial plumbing priced?
Service and repair work is priced at a flat rate or on an hourly basis. Larger projects are custom quoted. Emergency work is priced separately.
