California Heat Pump Rebates in 2026: What's Open, What's Closed
As of October 2026, California's statewide heat pump rebates are closed or waitlisted: TECH Clean California has been fully reserved since November 14, 2025, and HEEHRA since February 24, 2026. What's still open is your local utility's rebate, in San José, the SVCE cities, Santa Clara, Palo Alto and southern San Mateo County. Here's where each program stands.

Statewide Programs and Where They Stand
Status as of October 2026, from each program's own pages. Local rebates come first because they're the ones still taking applications.
Still open: local utility rebates
SJCE EcoHome Rebate (San José), SVCE Home Rebates, Silicon Valley Power (Santa Clara), Palo Alto Utilities and WestLight Energy are all accepting applications.
TECH Clean California: fully reserved
Single-family heat pump HVAC and heat pump water heater incentives have been reserved statewide since November 14, 2025. No reopening has been announced.
HEEHRA: fully reserved, waitlist
The income-based federal rebate (up to $8,000 or $4,000, by income) was fully reserved for single-family homes on February 24, 2026. New requests go on a waitlist.
Energy-Smart Homes: waitlist
The $4,250 whole-home electrification incentive's 2026 funding was fully subscribed on April 20, 2026. The program now takes waitlist applications.
HOMES: not launched
The Department of Energy hasn't approved California's HOMES program. The Energy Commission sent a revised application in August 2026.
SGIP water heaters, Golden State Rebates, Comfortably California: ended
The SGIP heat pump water heater money ran through TECH and closed with it. Golden State Rebates' retail coupons and the Comfortably California distributor program have both ended.
Will a Statewide Program Help Your Project?
In most cases, not right now. These are the situations that still matter.
Get a free estimate- You already hold an approved HEEHRA reservation
Approved reservations (on or after November 25, 2025) have 120 days to install and claim.
- You're on the HEEHRA waitlist
If funds come back, your project qualifies only if the heat pump is installed after the reservation is approved. Don't install first.
- You're converting the whole house to electric
California Energy-Smart Homes takes waitlist applications for homes that remove all gas equipment and cap the gas line.
- You get your electricity from a local program
SJCE, SVCE, Silicon Valley Power, Palo Alto Utilities and WestLight rebates are open. Start there.
- You live in Fremont
Ava Community Energy has no heat pump rebate of its own. See our rebates guide.
- Your gas water heater is near the end of its life
The Air District's water heater rule may affect your replacement; see below.
What’s Still Open (October 2026)
Every statewide heat pump program that served single-family homes in the South Bay is closed, fully reserved, waitlisted or not yet launched. The rebates still taking applications come from local electricity providers: the SJCE EcoHome Rebate in San José, SVCE Home Rebates (formerly FutureFit) in 13 nearby communities, Silicon Valley Power in Santa Clara, Palo Alto Utilities and WestLight Energy (formerly Peninsula Clean Energy) in San Mateo County. Our rebates guide has all of them in one place.

What Changed in 2025 and 2026
TECH Clean California paid heat pump incentives through enrolled contractors, who passed the money on to the customer. Heat pump HVAC funds ran out statewide on January 17, 2025. A last round for projects sold from July 15, 2025 was fully reserved by November 14, 2025. Customers had to enroll in a demand response program. The only new single-family money is for San Fernando Valley residents, outside our area.
HEEHRA (the federal Home Electrification and Appliance Rebates, run in California by the Energy Commission and delivered through TECH) paid single-family rebates based on verified household income, for replacing a non-heat-pump heater with a heat pump. The work had to be done by a TECH-enrolled, HEEHRA-trained contractor. Northern California filled last, on February 24, 2026, and no new income verifications are accepted. The multifamily side is still open for apartment buildings, and a second phase hasn’t been announced.
California Energy-Smart Homes pays only when the whole house goes electric: heat pump space heating, a heat pump water heater, induction or existing electric cooking, an electric dryer, and every gas line to the building capped. It’s for PG&E, SCE and SDG&E electric customers, so check with the program if your power comes from Silicon Valley Power or Palo Alto Utilities.
Waitlists: What to Know Before You Install
If you’re on the HEEHRA waitlist, don’t install first. A waitlisted project qualifies only if the heat pump goes in after the reservation is approved, and approved reservations have 120 days to install and claim. If your heater fails before then, a local rebate may be the faster path. We’ll quote both ways so you can decide.
The Air District Water Heater Rule
Under the Bay Area Air District’s adopted Rule 9-6, the date for water heaters under 75,000 BTU/hr (the typical home tank) is January 1, 2027. It applies to units manufactured after that date, at sale or replacement; working water heaters never have to be replaced early. A proposed amendment would delay that date and add exemptions. The Air District Board votes on it November 4, 2026, which may change the dates; until then, the adopted dates stand.

Heat Pump Prices Before Rebates
Typical installed prices in the South Bay, before any rebate. With the statewide programs closed, local rebates are what lower these numbers.
| Service | Typical San Jose price (USD) |
|---|---|
| Ducted heat pump system | $8,000–$25,000 |
| Ductless mini-split, single zone | $3,000–$8,000 |
| Ductless mini-split, multi-zone | $9,000–$15,000 |
| Heat pump water heater | $2,500–$6,000+ |
| Inspection feeWaived for service plan members | $59 |
What affects the price
- Your local rebate. Amounts depend on your electricity provider and what the heat pump replaces.
- Income. Several local programs pay more to income-qualified households.
- Electrical work. Some homes need a panel or circuit upgrade, which some local programs help pay for.
- System choice. Ducted, ductless and multi-zone systems are priced differently.
Most repairs are quoted as a fixed price before we start. Ranges are typical for San Jose and the South Bay and don't include current specials.

Our new heat pump system has just been installed and we are very pleased with CPI and the new equipment. We are especially grateful for the knowledgeable and hard-working technician Bunhak, who worked throughout our recent heatwave to finish the job. We would highly recommend CPI for any HVAC installation or maintenance.

CPI Service is a great company to use for HVAC too! Our A/C stopped working during the recent heatwave & another company wanted to replace our whole unit. Then we called CPI & they found it didn’t need to be replaced, they fixed it that day! I really appreciate a company that responds quickly, is very professional & reasonably priced!!! I’ll be using them for sure in the future.

California Heat Pump Rebates FAQs
Is TECH Clean California still available?
No. Its single-family heat pump HVAC and heat pump water heater incentives have been fully reserved statewide since November 14, 2025, and no reopening has been announced as of October 2026.
Is the HEEHRA heat pump rebate still available?
Not for new single-family projects. It was fully reserved statewide on February 24, 2026, and new requests are waitlisted in case funding becomes available again. When it was open, it paid up to $8,000 for households under 80% of area median income and up to $4,000 for households at 80% to 150%.
Can I install now and claim HEEHRA later if funds come back?
No. A waitlisted project qualifies only if the heat pump is installed after its reservation is approved.
What about the HOMES rebate?
It hasn't launched. As of October 2026 the Department of Energy hasn't approved California's program; the Energy Commission sent a revised application in August 2026.
Can renters use these programs?
HEEHRA required the owner to live in the home or rent it to an income-qualified household. For the local rebates, check each program's page; WestLight, for example, requires the property owner to apply.
Can I combine a local rebate with a state program?
When both are open, often yes, within each program's rules. California Energy-Smart Homes doesn't allow other CPUC-funded incentives for the same measures, and local programs cap combined rebates at the project cost.
