Drain Cleaning in Fremont: What's Different

Union Sanitary District runs the sewer mains in Fremont, Newark and Union City, but every foot of the pipe between your house and its main is yours to keep clear.

  • Several drains backing up? Call USD too

Union Sanitary District takes calls 24 hours a day at (510) 477-7500, extension 1 after hours, and checks its public main at no charge. If the main is clear, the stoppage is presumed to be in your lateral.

  • The whole lateral is yours to clear

Under USD Ordinance No. 34, the owner maintains the lateral from the house to the main, including the stretch under the sidewalk and street. A clog anywhere along it is the owner's to clear.

  • Find the cleanout before you need it

USD says cleanouts sit near the house or behind the sidewalk, often marked "S" or "SEWER". The "S" on a curb isn't always accurate, and some older homes have no cleanout at all.

  • USD says wipes go in the trash

Even wipes labeled flushable: USD asks residents to flush only pee, poo and toilet paper. Cooled cooking grease goes, sealed, to Republic Services' free drop-off at 42600 Boyce Road.

  • A break found by camera needs a USD permit

Cleaning clears a clog; it doesn't fix a cracked pipe. USD requires its repair permit before any work on the sewer outside the building, even on private property.

  • Street tree roots have their own rules

Roots inside the pipe can be cut from within. Cutting a street tree's roots from outside counts as pruning under Fremont's code and needs a street tree permit and a certified arborist.

A Homeowner’s Guide to Drain Cleaning in Fremont

One slow sink, or the main line?

A single slow sink or tub is usually a local clog of hair, soap or kitchen waste in that fixture’s branch line. When the toilet gurgles as the washer drains, or water rises in the shower after a flush, the blockage is further down, in the building drain or the sewer lateral that carries everything to the street. The fix differs: a small cable machine for a branch line, a larger machine or jetter run from the cleanout for the main. See household drain cleaning and main drain and sewer cleaning.

When it might be USD’s main

Union Sanitary District (USD) collects wastewater for Fremont, Newark and Union City. If several drains back up at once, call USD at (510) 477-7500 (extension 1 after hours), which is staffed 24 hours a day. USD will come out and inspect its public main at no charge. If the main is clear, USD will tell you the blockage is probably in your lateral.

USD’s caution is worth repeating: never open a manhole or other USD structure to look for the problem yourself.

Your lateral, from the house to the main

In Fremont the property owner maintains the entire lateral, from the house to where it joins the main, including the part under the sidewalk and street. That makes Fremont different from cities that split the pipe at the property line: a root mass or grease plug under the street is still yours to clear.

The work starts at the cleanout, which USD says may be near the house or behind the sidewalk, sometimes marked “S” or “SEWER”. Some older homes have none, so find yours, or plan to add one, before the next backup. We clear the line from there:

  • Cable machine (snaking): cuts through a clog or root intrusion and opens the line.
  • Hydro jetting: high-pressure water scours grease, scale and fine roots off the whole pipe wall. See hydro jetting.
  • Camera inspection: shows what caused the clog and whether the pipe is cracked, offset or sagging. See sewer camera inspection.

Roots, grease and wipes

Much of Fremont was built in tracts from the early 1950s through the 1960s, and many of those homes still drain through their original cast iron or clay laterals. Roots find the joints and cracks of old pipe, which is why repeat backups in an older Fremont home are often a root problem. Roots inside the pipe can be cut and flushed out with rooter service; a street tree’s roots outside the pipe fall under the City’s street tree rules.

USD names two other causes:

  • Grease hardens as it cools and sticks to the pipe; over time it can back the sewer up. USD asks Tri-Cities residents to bring cooking oil and grease in a sealed container to the free self-serve drop-off at Republic Services, 42600 Boyce Road, weekdays from 8 a.m. to 5 p.m.
  • Wipes and other non-flushables don’t break down like toilet paper. USD wants all personal care and baby wipes in the trash, “flushable” ones included, along with floss, bandages and hair.

When cleaning isn’t enough

A clog that keeps returning after cleaning often means a broken or sagging pipe. USD will review a camera video of your lateral at no charge, and a repair needs USD’s permit before any work outside the building begins, even on private property. USD says pipe bursting, which pulls new pipe through the old one from a small pit at each end, is the most popular way laterals are renewed in its area. • Met with Alex Hamilton, the owner, and 2 of his employees (Luis and Zion). They are all professional, friendly, competent and punctual. After a complimentary inspection with their camera/video system, it was recommended to “jet” the lines to clear the roots. The camera in combination with the jet enabled Luis and Zion to meticulously clean the 70-year-old drain pipes.

  • We are so happy with our experience with CPI. Our toilets were frequently backing up and we were concerned that there was a drain line blockage. Luis arrived on schedule and did a thorough inspection of our pipes with camera equipment. He found the source of the problem, cleared the pipes, and provided useful information going forward. Luis was very professional, easy to work with, and knowledgeable. We highly recommend CPI to anyone looking for plumbing solutions!

Drain Cleaning in Fremont FAQs

Several drains are backing up in my Fremont home. Who do I call?

Stop running water, then call Union Sanitary District at (510) 477-7500; after hours, choose extension 1. USD answers 24 hours a day and will check its public main free of charge. If the main is flowing, the stoppage is almost certainly in your own lateral, and you can call us at (408) 978-3093, day or night, to clear it from the cleanout. See main drain and sewer cleaning.

Will Union Sanitary District clear my sewer lateral?

No. USD maintains the public mains, and the property owner is responsible for the lateral from the house to the point where it joins the main, including the section under the sidewalk and street. USD's free visit tells you which side the stoppage is on; clearing or repairing the lateral is the owner's cost.

Where is the sewer cleanout on a Fremont house?

USD says to look near the building or just behind the sidewalk for a cap marked "S" or "SEWER". It warns that an "S" stamped on the curb doesn't always line up with the lateral, and that some older homes have no cleanout or markings at all; USD may be able to give an approximate location if you ask. Without a cleanout, we may have to work through a toilet or roof vent, and adding one is often worth it.

Do I need a permit to add a cleanout or fix the pipe after cleaning?

Yes. The City of Fremont permits sewer lines and cleanouts within two feet of the house, through its Citizen Access portal. Beyond that, USD requires its repair permit before any work on the sewer outside the building, even on private property, and a USD inspector checks the work. See sewer line repair in Fremont.

Are flushable wipes safe for my Fremont sewer line?

Union Sanitary District says no: it asks residents to put all personal care and baby wipes in the trash, even those labeled flushable, because they don't break down like toilet paper and can block both your lateral and USD's mains. Its rule of thumb is the 3 Ps: pee, poo and toilet paper.

Should I install a backwater device on my Fremont sewer?

USD doesn't generally require one in every home, but its FAQ says a device that keeps a main sewer overflow out of the house may be prudent in hilly areas. Installing one is work on the sewer, so it goes through the same permits as a repair. We can look at how your lowest drains sit while we're on site.

How much does drain cleaning cost in Fremont?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: drain cleaning (snaking) $250–$600; hydro jetting, branch line $400–$700; hydro jetting, main sewer line $1,500–$2,500; sewer camera inspection $300–$600; sewer spot repair $2,000–$5,000. The inspection fee is $59, waived for service plan members.
