Drain Cleaning in Sunnyvale: What's Different
Sunnyvale owns its sewer mains and asks residents to call the City before a plumber when a backup could be on its side.
One 24-hour number before anyone else
For a backup, call the City's Sewer Response Service at 408-730-7400, any hour. The City says it responds within two hours and helps find which part of the system is at fault.
Courtesy clearing with a cleanout
Laterals are generally the owner's, but the City helps locate blockages and, in some cases where a property-line cleanout is installed, clears a blockage in the lower lateral.
Roots are the top cause of spills
In the City's records from 2009 through 2019, roots caused more sewer overflows than grease, debris and pipe failures combined. For roots in a lateral, the City says to talk through repairs with your plumber.
No copper root killers
Sunnyvale Municipal Code 12.12.115 makes it illegal to put root killers containing more than 5% copper into the sewer, so roots come out mechanically: cutting or jetting.
Cooking oil goes in the food scraps
The City asks residents to pour cooled oil into a clear plastic bag with food scraps for the food side of the split cart, and to recycle larger amounts in sealed jugs.
Backwater valves for low houses
The City's sewer guidelines call for a backwater valve, in a box visible from the street, where a house floor sits 12 inches or less above the rim of the nearest upstream manhole.
A Homeowner’s Guide to Drain Cleaning in Sunnyvale
One clogged drain or the whole house?
A single slow sink or tub has a clog in its own trap or branch line, inside the house: that’s always a plumber’s job. When several fixtures back up together, water rises in the tub when you flush, or the cleanout in the front yard overflows, the blockage is in the main drain, the lateral or the City’s sewer main. For that, Sunnyvale asks you to call the City first.
Call the City before a plumber
The City’s 24-hour Sewer Response Service is 408-730-7400, the same line that takes water and storm drain problems. Its instructions for a backup:
- Turn the water off and stop flushing, showering and doing laundry until the source is found.
- Call the City before anyone else.
- The City says it responds within two hours and helps work out which part of the system is causing the problem if it isn’t the main.
The City maintains all sewer mains by flushing, video inspection, manhole repair and blockage removal. If the main is clear and the clog is in your line, that’s where we come in, usually from the cleanout with a cable machine, or with hydro jetting for grease and roots.
Who clears which part of the lateral
Sunnyvale’s 2020 Sewer System Management Plan splits each lateral in two: the upper lateral, from the house to the public right-of-way, and the lower lateral, from there to the main. The right-of-way usually starts at the curb face and runs about 11 feet onto the lot.
- In general, the lateral is the owner’s. The City says so on its sewer page.
- Courtesy clearing. In some cases where a property-line cleanout is installed, the City removes a blockage in the lower lateral. The management plan ties this to a cleanout City crews and equipment can reach, so keep the box uncovered.
- Broken pipe or street tree roots. Council Policy 3.3D.6 has the City repair the section between the property line and the main when that’s the cause.
A replaced sewer line must include a one-way cleanout at the property line, in a Christy G-5 box under paving or an F-8 box in planting. See sewer line repair in Sunnyvale.
Roots: Sunnyvale’s top cause of sewer spills
In the City’s records from 2009 through 2019, roots caused more sewer overflows than grease, debris and pipe failures combined. The City notes that laterals with weak joints or cracks are prone to roots growing inside them, and tells owners to discuss repair options with their plumber.
Chemical shortcuts are limited: SMC 12.12.115 bans root killers containing more than 5% copper from the sewer. Roots are cut out with a rooter or scoured out with a jetter, and a camera inspection afterward shows whether the joint they came through needs repair.
Grease, wipes and the split cart
Sunnyvale’s advice is blunt: only water should go down the drain. Grease buildup causes backups and overflows, and home garbage disposals don’t keep it out of the pipes. What the City asks instead:
- Pour cooled cooking oil into a clear plastic bag with your food scraps, for the food side of the split cart or a food-scraps bin.
- Scrape meat drippings, dairy and sauces into the same bag, and use a sink strainer.
- Take larger amounts to the SMaRT Station in one-gallon screw-top jugs, up to ten gallons per visit; single-family homes can put two jugs beside their carts on collection day.
For toilets, the City calls flushable wipes one of the biggest causes of sewer backups. Wipes, floss, feminine products, wrappers and paper towels all go in the trash.
Backwater valves
Where a house is served by a pump, or its finished floor is 12 inches or less above the rim of the nearest upstream manhole, the City’s sewer guidelines require a backwater valve just upstream of the right-of-way cleanout, in a box visible from the street. The owner maintains it. Building drains, sump pumps and area drains may not connect to the sanitary sewer.

In Sunnyvale, a clog in the lower lateral may be cleared by the City as a courtesy where a property-line cleanout is installed and reachable, so call 408-730-7400 first when several drains back up. If a camera inspection shows a broken pipe, the repair takes a City plumbing permit, and work past the property line an encroachment permit.
Get a free estimate →Luis came to my house to look at a toilet that had been frequently backing up. He was very thorough in his diagnosis, taking out the toilet and using the outdoor cleanouts to capture videos of the pipes. He found and removed the blockage, and the toilet has been flushing great since. Thanks CPI for a job well done

Antonio from CPI Service did an amazing job fixing a serious plumbing issue at my house. My kitchen drain pipe was broken, and whenever we used the kitchen sink, water leaked down and flooded the garage. Antonio quickly identified the problem, opened the wall, replaced the broken drain pipe, and made sure everything was working properly. This was a large job, but he finished it all in a half day. He was professional, efficient, and very careful with the work area. After the repair, he cleaned everything up and left the space in great condition.
I really appreciate Antonio’s hard work and attention to detail. I would highly recommend him and CPI Service to anyone who needs reliable plumbing work done.

Met with Alex Hamilton, the owner, and 2 of his employees (Luis and Zion). They are all professional, friendly, competent and punctual. After a complimentary inspection with their camera/video system, it was recommended to “jet” the lines to clear the roots. The camera in combination with the jet enabled Luis and Zion to meticulously clean the 70-year-old drain pipes.

Drain Cleaning in Sunnyvale FAQs
Sewage is backing up into my tub in Sunnyvale. Who do I call first?
The City's 24-hour Sewer Response Service, 408-730-7400. The City asks you to call it before anyone else when toilets back up, dirty water comes into a tub or the front-yard cleanout overflows, and to stop using water until the source is found. It checks its main and helps locate the blockage. If the clog is in your part of the line, call us at (408) 978-3093, 24/7. See main drain and sewer cleaning.
Will the City clear my sewer lateral?
Sometimes, as a courtesy. The City says laterals are generally the property owner's, but it helps locate blockages and, in some cases where a property-line cleanout is installed, removes the blockage in the lower lateral. Its Sewer System Management Plan adds that this depends on a cleanout City crews and equipment can reach. Council Policy 3.3D.6 also has the City repair the section between the property line and the main when broken pipe or street tree roots caused the damage.
Can I pour root killer down the toilet in Sunnyvale?
Not one with more than 5% copper: SMC 12.12.115 bans putting those into the sewer. Roots inside the pipe are better removed mechanically, by rooter service or hydro jetting, and a camera inspection shows the cracked joint they came through. If roots return quickly, the joint may need repair.
How should I get rid of cooking grease in Sunnyvale?
Never down the drain or the garbage disposal; the City says disposals don't keep grease out of the plumbing. Pour cooled oil into a clear plastic bag with your food scraps for the food side of the split cart, and scrape meat drippings, dairy and sauces in too. Larger amounts go to the SMaRT Station in one-gallon screw-top jugs, up to ten gallons per visit, and single-family homes can set two jugs beside their carts on collection day.
Are flushable wipes really a problem?
Yes. Sunnyvale calls flushable wipes one of the biggest causes of sewer backups. The City asks residents to put all wipes and towelettes, dental floss, feminine products, wrappers and paper towels in the trash. Toilets that keep clogging after wipes have been flushed often have a buildup further down the line; a cable or jetter clears it.
My house sits low on the lot. Do I need a backwater valve?
Possibly. Sunnyvale's sewer design guidelines require an approved backwater valve where a house is served by a pump or its finished floor is 12 inches or less above the rim of the nearest upstream manhole. It goes just upstream of the right-of-way cleanout, in a box visible from the street, and the owner maintains it. A valve that sticks can itself cause a backup, so it should be checked when the line is cleaned.
How much does drain cleaning cost in Sunnyvale?
Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: drain cleaning (snaking) $250–$600; hydro jetting, branch line $400–$700; hydro jetting, main sewer line $1,500–$2,500; sewer camera inspection $300–$600; sewer spot repair $2,000–$5,000. The inspection fee is $59, waived for service plan members.
