Water Heaters in Sunnyvale: What's Different
Sunnyvale publishes its own water heater replacement brochure for permits submitted from January 2026, and the City's water and SVCE's rebate rules shape the rest of the job.
Permit before the swap
The City requires a plumbing permit before an existing water heater is replaced. Apply online through the Permit Center or at the One-Stop Permit Center at City Hall; one final inspection closes the job.
Strap count grows with the tank
The brochure asks for two seismic straps on tanks up to 52 gallons, three on a 75-gallon tank and four on a 100-gallon tank, with the lowest strap at least 4 inches above the controls.
Harder water when the wells run
In the 2025 water report, SFPUC water in the north averaged 60 ppm hardness and Valley Water in the south 97 ppm. City wells, used at summer peaks and in emergencies, averaged 290 ppm.
Tankless needs stainless venting
Gas tankless units need Category II stainless vent pipe and may need a larger gas line. PG&E wants at least 36 inches sideways between the gas meter and a tankless unit on the same wall.
SVCE rebate, reserved first
Silicon Valley Clean Energy's Home Rebates cover heat pump water heaters of 40 gallons or more that meet NEEA Tier 3 and have a mixing valve. The rebate must be approved before installation.
Two rule changes ahead
Air District Rule 9-6 sets a zero-NOx date of January 1, 2027 for home gas water heaters, with a Board vote on a delay on November 4, 2026. Sunnyvale's existing-home reach code is enforced from the end of 2026.
A Homeowner’s Guide to Water Heater Repair and Replacement in Sunnyvale
The permit and the final inspection
Sunnyvale treats every water heater replacement as permit work, and its brochure says the permit comes before the installation. For most homes the path is short:
- Apply: online through the City’s Permit Center, or at the One-Stop Permit Center at City Hall, 456 W. Olive Ave. (408-730-7444), weekdays 8 a.m. to noon and 1 to 5 p.m.
- Inspect: one final inspection after the work is done. A new electric water heater also needs an electrical inspection before the final.
We pull the permit and meet the inspector as part of a replacement. See water heater repair and replacement.
What the City’s brochure asks for
The Residential Water Heater Replacement brochure (rev. 12/2025) applies to permits submitted from January 1, 2026 and reads like the inspector’s checklist:
- Seismic straps: one in the top third and one in the bottom third, the lower strap at least 4 inches above the controls. Two straps up to 52 gallons, three at 75 gallons, four at 100 gallons. A platform under the heater must be fastened to the structure or slab.
- Relief valve drain: galvanized steel, hard copper or CPVC, full valve size (usually 3/4 inch) to the outside, untrapped, unthreaded at the end, pointing down 6 to 24 inches above the ground. Never into a crawl space or a pan.
- Venting (gas units): double-wall metal pipe through ceilings, floors and walls, kept the maker’s distance from framing (typically 1 inch), ending at least 1 foot above the roof under a listed cap and 3 feet above any opening within 3 feet.
- Garage: pilot and controls 18 inches above the floor unless the unit is flammable-vapor ignition resistant, and a barrier where a car could hit it.
- Attics and closets: a 1-1/2-inch-deep pan with a 3/4-inch drain where a leak could damage framing; two 100-square-inch combustion air openings for a gas heater in a closet; a gasketed self-closing door if the closet opens off a bedroom or bathroom.
- Gas line: a sediment trap after the appliance shutoff, close to the inlet.
The brochure doesn’t mention expansion tanks, but the California Plumbing Code (608.3) requires one wherever a check valve, backflow preventer or other closed device keeps pressure from easing back to the main. We check for one on every replacement.
Tankless conversions
Gas tankless heaters must be listed and installed to the maker’s instructions, with Category II stainless venting. Because they burn more gas at once, a larger supply line may be needed, and PG&E requires 36 inches of horizontal clearance between the gas meter and a tankless unit on the same wall. See tankless water heaters and gas line services.
Water quality by neighborhood
Sunnyvale’s 2025 Water Quality Report lists three sources:
| Source | Where it goes | Average hardness (2025) |
|---|---|---|
| SFPUC (mostly Hetch Hetchy) | Northern Sunnyvale | 60 ppm (range 8.1–112) |
| Valley Water treated surface water | Southern Sunnyvale | 97 ppm (96–98) |
| Six City wells | Added at summer peaks and in emergencies | 290 ppm (270–310) |
The report itself lists longer water heater life among the benefits of softening. On Valley Water and well water, flush tanks yearly and descale tankless heat exchangers on the maker’s schedule.
Gas, heat pumps and the 2027 rule
Under the 2025 Energy Code, the City’s brochure allows a replacement to be gas, propane or a heat pump water heater, and an electric resistance unit can be replaced with another electric one. Two changes are coming:
- Air District Rule 9-6: home gas water heaters of 75,000 BTU/hr or less manufactured after January 1, 2027 must be zero-NOx. On November 4, 2026 the Board votes on moving that date to January 1, 2028 and adding exemptions. The rule applies at purchase, not to working heaters. See the zero-NOx rules.
- Sunnyvale reach code: approved in August 2025 for existing single-family alterations, with enforcement from the end of 2026. As introduced, it asks for space and a condensate drain for a future heat pump water heater when wall framing within 3 feet of a gas water heater is removed or replaced, and a 240-volt-ready circuit or pathway when nearby circuits are altered under an electrical permit.
SVCE rebates for heat pump water heaters
Silicon Valley Clean Energy’s Home Rebates pay toward a heat pump water heater replacing gas or electric resistance in homes of up to four units. The April 2026 specifications require 40 gallons or more, NEEA Tier 3 or higher, a thermostatic mixing valve and proof of permit; tankless models don’t qualify. Reserve before installing; reservations hold up to 120 days, and SVCE has a process for emergency replacements. Its separate Emergency Water Heater Replacement program uses SVCE’s partner contractors. See SVCE heat pump rebates and heat pump water heaters.

| Tank water heater | $1,200–$2,000+ |
| Gas water heater | $1,500–$4,500+ |
| Electric water heater | $1,600–$4,000+ |
| Tankless water heater | $1,800–$6,000+ |

| Inspection feeWaived for service plan members | $59 |
Prices are installed, before any current special, and depend on access, materials and what we find.
In Sunnyvale, a 75- or 100-gallon tank takes three or four seismic straps, a garage install may need a raised stand or a vehicle barrier, and a gas tankless conversion usually needs Category II stainless venting and sometimes a larger gas line. A heat pump unit on a new 240-volt circuit adds electrical work, which the City inspects before the final.
Get a free estimate →Antonio did an excellent job fixing the water heater room noise issue. He took the time to properly diagnose the root cause instead of just treating the symptoms, which I really appreciated.
He went through multiple steps to resolve it, including draining and cleaning the water heater and adding vibration pads between the water pipes and the wall to reduce the noise transmission.
He was professional, thorough, and clearly knows what he’s doing. Highly recommend Antonio if you’re dealing with similar issues.

We hired CPI for a complete house repipe and an addition of a water recirculation system. They did an excellent job. The workers were friendly, they cleaned up after themselves, they didn’t hesitate to ask if they had any questions and we were assigned a project manager to ensure that the job went smoothly. They handled permits and inspections very well. Everything went smoothly. They were definitely worth the money. I wish all of our home improvement jobs had gone this well. I definitely recommend them.

Danny was very knowledgeable and efficient. Upon arriving onsite, Danny was able to assess the issue and designed a plan of action that allowed for the water to be turned back on in less than 30 mins. His work and skills speak for themselves. I highly recommend him. Thanks Danny!

Water Heater Service in Sunnyvale FAQs
Do I need a permit to replace a water heater in Sunnyvale?
Yes. Sunnyvale's Building Division requires a plumbing permit before a water heater is installed or replaced. The application can be made online through the City's Permit Center or in person at the One-Stop Permit Center, 456 W. Olive Ave. One final inspection is needed after the work, and a new electric water heater also gets an electrical inspection before that final. We pull the permit as part of the job. See water heater repair and replacement.
What will the Sunnyvale inspector check on a new water heater?
The City's brochure, written to the 2025 California Plumbing Code, lists seismic straps in the top and bottom thirds of the tank (more straps on 75- and 100-gallon tanks); a relief valve drain run full size to the outside, pointing down, 6 to 24 inches above the ground and never into a pan or crawl space; double-wall vent pipe through ceilings and walls, ending at least 1 foot above the roof; a sediment trap on the gas line; and, in a garage, controls at least 18 inches above the floor unless the heater is flammable-vapor ignition resistant.
Can I still install a gas water heater in Sunnyvale?
Today, yes. The City's brochure says a replacement may be a natural gas or propane unit or a heat pump water heater under the 2025 Energy Code. The Bay Area Air District's Rule 9-6 changes what can be sold: gas water heaters of 75,000 BTU/hr or less manufactured after January 1, 2027 must be zero-NOx, which only electric units meet. On November 4, 2026 the District's Board votes on moving that date to January 1, 2028. A working gas heater never has to come out early. See the Bay Area zero-NOx rules.
Which water does my Sunnyvale home get, and is it hard?
The City buys SFPUC water for the northern part of Sunnyvale and Valley Water for the southern part, and its six deep wells supplement both at summer peaks and in emergencies. The 2025 water quality report shows average hardness of 60 ppm for SFPUC, 97 ppm for Valley Water and 290 ppm for the wells; by the report's own scale, 120 to 180 ppm is hard and over 180 very hard. Scale settles in tanks and on tankless heat exchangers, so regular flushing and descaling pay off. See tankless water heaters.
Does SVCE offer a rebate for a heat pump water heater in Sunnyvale?
Yes. Sunnyvale is in Silicon Valley Clean Energy's service area, and its Home Rebates cover a heat pump water heater that replaces a gas or electric resistance unit in a home of up to four units. SVCE's April 2026 specifications call for at least 40 gallons, NEEA Tier 3 or higher and a thermostatic mixing valve; tankless units don't qualify, and proof of permit is required. Apply before installing: an approved reservation lasts up to 120 days. Sunnyvale's own add-on funds through SVCE are for heat pump HVAC, not water heaters. See SVCE heat pump rebates.
Can I switch to a tankless water heater in Sunnyvale?
Yes, under a permit. The City's brochure says gas tankless units must be listed and installed to the maker's instructions, need Category II stainless venting, and may need a larger gas supply line. PG&E requires at least 36 inches of horizontal clearance from the gas meter when the unit goes on the same wall. SVCE's water heater rebate doesn't cover tankless models. See gas line services.
How much does water heater repair and replacement cost in Sunnyvale?
Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: tank water heater $1,200–$2,000+; gas water heater $1,500–$4,500+; electric water heater $1,600–$4,000+; tankless water heater $1,800–$6,000+; heat pump water heater $2,500–$6,000+. The inspection fee is $59, waived for service plan members.
