Water Heaters in Saratoga: What's Different

Saratoga publishes its own 12-point water heater inspection checklist, so a replacement here is checked item by item, starting with how the tank is strapped.

  • A permit for every replacement

No water heater goes in without a City permit, even a straight replacement. A replacement-only permit may be issued over the counter, and inspections are requested through eTRAKiT.

  • No plumber's tape

The handout asks for straps that wrap fully around the tank, the lower one at least 4 inches above the controls and a third over 52 gallons, each lagged to framing with a ¼ by 3 inch bolt and washer.

  • Vents checked to the roof

Vents run generally vertical with offsets of 45° or less, rise at least 12 inches above the roof to a listed cap, stand at least 5 feet tall overall and end 4 feet or more from any building opening.

  • Up to 26 grains of hardness

San Jose Water's groundwater averaged 16.8 grains per gallon in 2025 and reached 26.4. Its mountain surface water averaged 9 grains and treated Valley Water 5.8.

  • An outlet now, a heat pump later

The City recommends an outlet within 3 feet of a gas water heater on a dedicated 240-volt, 30-amp or 120-volt, 20-amp circuit, with 240 volts suggested for homes of 4 or more people or 3 or more bedrooms.

  • SVCE heat pump rebates

Saratoga is a Silicon Valley Clean Energy community. Its Home Rebates cover heat pump water heaters of 40 gallons or more replacing gas or electric resistance, reserved before installation.

A Homeowner’s Guide to Water Heater Repair and Replacement in Saratoga

Permits and inspections

Saratoga’s Community Development Department (408-868-1240) requires a permit for every water heater installation, replacements included. A replacement-only permit may be issued over the counter, and applications and inspection requests run through eTRAKiT. The City lists express online water heater permits as coming soon.

The heater must follow the manufacturer’s installation instructions and the current California Plumbing Code and Mechanical Code. The inspector then works from the City’s Water Heater Replacement handout.

The City’s inspection checklist

The handout’s 12 items, each tied to a code section, cover more than most homeowners expect:

  • Elevation: in a garage, burners and ignition 18 inches above the floor, unless the unit is listed as flammable-vapor-ignition resistant.
  • Seismic bracing: two straps, one in each outer third, the lower one at least 4 inches above the controls, and a third strap over 52 gallons. Straps wrap completely around the tank and fasten to framing with a ¼ by 3 inch lag bolt and washer. Plumber’s tape isn’t approved.
  • Venting: Type B, BW, L or another listed vent through ceilings, attics, floors and roofs; generally vertical, with offsets of 45° or less; connectors sloped up ¼ inch per foot.
  • Clearances: 6 inches from combustibles for single-wall connector, 1 inch for double-wall; in an attic, a metal sleeve 6 inches above the insulation.
  • Termination: at least 12 inches above the roof with a cap, 5 feet of total vent height, and 4 feet from any building opening.
  • Relief line: ¾-inch copper or galvanized pipe, full size, run outside and ending 6 to 24 inches above the ground, pointing down.
  • Gas: a shutoff valve next to the heater, ahead of a flexible connector no longer than 3 feet and the sediment trap.
  • Finish items: combustion air, a metal collar where the vent passes a ceiling, and bonding of metal water and gas piping.

State law, Health and Safety Code § 19211, requires the bracing on new, replacement and existing heaters.

Hard water in grains per gallon

San Jose Water’s 2025 report gives hardness for Saratoga’s three possible sources in grains per gallon as well as ppm: Compare other cities in our South Bay water hardness table.

  • Groundwater: 16.8 grains average, from 10.2 to 26.4.
  • Mountain surface water: 9 grains.
  • Valley Water: 5.8 grains.

Its service map shows which source mainly serves an area. On groundwater, plan on flushing a tank and descaling a tankless unit more often. See water heater services.

Electric readiness in remodels

Article 16-51 of the City Code (Ordinance 414, November 5, 2025) adds an electric readiness reach code for single-family alterations and additions. For water heaters:

  • Framing within 3 feet of a gas or propane heater removed or replaced: leave a 2.5 by 2.5 by 7 foot space for a future heat pump water heater, with a condensate drain no more than 2 inches above the heater’s base, or a pump outlet.
  • Circuits within 3 feet of the gas heater, or 10 feet of that future space, when the work needs an electrical permit: a 240-volt-ready circuit or a labeled pathway for one.

Repairs, and projects that need no electrical permit apart from this rule, are exempt. A plain replacement isn’t covered. The City still recommends adding an outlet near the heater ahead of time.

Heat pump water heaters: SVCE and the Air District

Silicon Valley Clean Energy’s Home Rebates cover a heat pump water heater of 40 gallons or more replacing gas or electric resistance. The unit needs a UEF of 3.3 or higher (120-volt and split systems excepted), a NEEA Tier 3 rating and a thermostatic mixing valve; tankless units don’t qualify. Reserve first; approvals hold for 120 days, and proof of permit is required. SVCE’s Emergency Water Heater Replacement program swaps failed gas units through partner contractors. See heat pump water heaters and SVCE heat pump rebates.

The City’s Electrification page notes that the Air District’s 2023 rules phase out standard gas water heaters as early as 2027. As adopted, Rule 9-6 requires zero NOx from gas water heaters under 75,000 BTU/hr manufactured after January 1, 2027; the Board votes November 4, 2026 on moving that to 2028. See Bay Area zero-NOx rules.

  • We had a water service line leak. Danny the technician arrived on time and explained everything to us clearly. He is nice, knowledgeable and professional. He finished the job by himself perfectly and the area was left clean. We would definitely request this technician again when we contact CPI Service in the future.

Water Heater Service in Saratoga FAQs

What permit does a water heater replacement need in Saratoga?

Yes. The City's handout says a permit is required for all water heater installations, including replacement units, and that replacement-only permits may be issued over the counter. Applications and inspection requests go through eTRAKiT; the City lists express online water heater permits as coming soon. The heater must be installed to the maker's instructions and the current California Plumbing and Mechanical Codes. Questions go to Community Development at 408-868-1240. See water heater services.

What does the Saratoga inspector check on a water heater?

The City's handout lists 12 items: burners 18 inches up in a garage unless the unit is flammable-vapor-ignition resistant; two full-wrap straps (three over 52 gallons) lagged to framing, with no plumber's tape; listed vent pipe through ceilings and roofs, with clearances to combustibles and a metal sleeve above attic insulation; a vent cap at least 12 inches above the roof; a ¾-inch copper or galvanized relief line to the outside; combustion air; a gas shutoff next to the heater; a metal collar at ceiling penetrations; and bonding of metal water and gas piping.

How hard is Saratoga's water?

San Jose Water supplies Saratoga from a blend. Its 2025 report shows groundwater averaging 288 ppm (16.8 grains per gallon) and ranging from 10.2 to 26.4 grains, mountain surface water from its Los Gatos Creek and Saratoga Creek watersheds at 9 grains, and Valley Water at 5.8 grains. The higher the hardness, the faster sediment collects in a tank and scale coats a tankless heat exchanger, so flushing and descaling intervals should follow your source. See tankless water heaters.

Does Saratoga require a heat pump water heater?

Not for a replacement. Article 16-51 of the City Code, adopted in November 2025, applies electric readiness rules to single-family remodels and additions: if wall framing within 3 feet of a gas or propane water heater is removed or replaced, space and a condensate drain for a future heat pump water heater are required, and new circuits near the heater must be 240-volt ready. The Air District's Rule 9-6 is the wider limit; see Bay Area zero-NOx rules.

Should I add an outlet near my gas water heater now?

The City suggests it. Its Electrification page recommends an outlet within 3 feet of the water heater, wired back to the panel on a dedicated 240-volt, 30-amp circuit or a 120-volt, 20-amp circuit, and a 240-volt circuit where possible for homes with 4 or more occupants or 3 or more bedrooms. Its reasoning: most water heaters are replaced in an emergency, and a ready outlet lets a heat pump model go in quickly. A licensed electrician runs the circuit under a permit. See heat pump water heaters.

What does SVCE require for a heat pump water heater rebate?

SVCE's April 2026 specifications ask for a unit of 40 gallons or more replacing a gas or electric resistance heater, with a UEF of 3.3 or higher unless it's a 120-volt or split system, a NEEA Tier 3 rating, a thermostatic mixing valve and proof of the permit. Tankless units don't qualify, and the old gas heater should be removed. Reserve before installation; SVCE has a process for emergency replacements. See SVCE heat pump rebates.

How much does water heater repair and replacement cost in Saratoga?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: tank water heater $1,200–$2,000+; gas water heater $1,500–$4,500+; electric water heater $1,600–$4,000+; tankless water heater $1,800–$6,000+; heat pump water heater $2,500–$6,000+. The inspection fee is $59, waived for service plan members.
