Water Heaters in Milpitas: What's Different

Milpitas runs its own water system and publishes a detailed water heater handout, and it adds its own rebate money to SVCE's for heat pump water heaters.

  • Two online permits

ONL WATERHEATER covers a same-type swap in the same spot on the existing gas line or circuit. ONL HP WH covers a heat pump unit replacing gas in the same spot on a new circuit, without a panel upgrade.

  • High pressure means a regulator

The City says pressure runs from 40 to 140 psi by location. Above 80 psi its handout requires a regulator with a strainer, and with a regulator comes an expansion tank at the water heater.

  • Two supplies, kept apart

East of I-680 and I-880 gets SFPUC water, averaging 60 ppm hardness in 2025; the west side gets Valley Water, averaging 100.5 ppm and up to 146.

  • A final that checks the whole house

Before a water heater permit is finaled, smoke and carbon monoxide alarms must be in place and any noncompliant plumbing fixtures replaced with water-conserving ones.

  • Gas work brings a shutoff device

When the gas system is altered or added to, the City requires a seismic (motion) or excess-flow gas shutoff device after the meter and ahead of the appliances, under its municipal code.

  • City money on top of SVCE's

Go Electric, Milpitas! adds City rebates to Silicon Valley Clean Energy's for a heat pump water heater that replaces gas, paid through SVCE's standard application, which must be approved before installation.

A Homeowner’s Guide to Water Heater Repair and Replacement in Milpitas

Online permits for the common jobs

Milpitas’ Office of Building Safety (408-586-3240) requires a plumbing permit for every water heater installation or replacement, and an electrical permit too when new circuits or outlets are added. Two scopes can be applied for online in eTRAKiT:

  • ONL WATERHEATER: an existing gas or electric water heater replaced with the same type, in the same location, on the existing gas piping or electrical circuit.
  • ONL HP WH: a heat pump water heater replacing an existing gas unit in the same location, on a new circuit without a panel upgrade, where the home has no EV charger and no electric cooktop or range.

Other water heater work goes to BuildingPermitCenter@milpitas.gov with a signed application. For a heat pump job outside ONL HP WH, the City’s Electric Panel Size Check form shows whether a panel upgrade is needed. See water heater repair and replacement.

What the City’s handout requires

The Water Heater (Residential) handout, dated January 13, 2026 and based on the 2025 California codes, covers:

  • Seismic restraint: straps in the upper and lower thirds, the lower one at least 4 inches above the controls.
  • Water pressure: a regulator with a strainer when pressure is over 80 psi, and an expansion tank when there’s a regulator, non-bypass meter, check valve or backflow preventer.
  • Relief valve discharge: no valves or obstructions, by gravity to a drain through an air gap or outside, pointing down near the ground, readily observable, never into the pan.
  • Garages and pans: burners 18 inches above a garage floor unless flammable-vapor ignition resistant, guarded against cars; a 1-1/2-inch-deep pan with a 3/4-inch drain where a leak would cause damage.
  • Gas: installer-verified pipe sizing, a sediment trap, bonding, and a seismic or excess-flow gas shutoff device when the gas system is altered or added to.
  • Electrical: a circuit sized at 125% of the heater’s rating, a disconnect, and a 120-volt service outlet within 25 feet.
  • Tankless retrofits: existing gas piping, combustion air and venting checked for the new unit.

Usually one final inspection is enough; vent or chimney work that will be concealed needs a rough inspection first. Before the final, smoke alarms, carbon monoxide alarms and spark arresters must be installed and inspected, and noncompliant plumbing fixtures replaced with water-conserving ones (Civil Code § 1101). The appliance manual stays on site for the inspector.

Water pressure and hardness

The City’s 2025 water quality report answers both questions:

Supply Area served Average hardness (2025)
SFPUC (mostly Hetch Hetchy) South of Calaveras Blvd. and east of I-680; north of Calaveras and east of I-880 60 ppm (8.1–112)
Valley Water West of I-880; south of Calaveras and west of I-680 100.5 ppm (77–146)

Depending on location, pressure runs from 40 to 140 psi. High pressure strains relief valves and tank fittings, so we check it at every replacement. On Valley Water, flush tanks yearly and descale tankless units on schedule.

Gas water heaters and Rule 9-6

The handout follows the California Energy Code: a gas water heater may be replaced with gas, propane or a heat pump unit; an electric resistance one with electric or a heat pump. The Bay Area Air District’s Rule 9-6 limits what can be sold:

  • gas water heaters of 75,000 BTU/hr or less manufactured after January 1, 2027 must be zero-NOx; larger units, tankless included, follow on January 1, 2031;
  • on November 4, 2026 the Board votes on moving those dates to 2028 and 2033 and adding exemptions;
  • working heaters can stay, and propane units aren’t covered.

See the zero-NOx rules and gas water heaters.

SVCE and Go Electric, Milpitas!

Silicon Valley Clean Energy supplies Milpitas’ electricity. Its Home Rebates cover a heat pump water heater replacing gas or electric resistance, 40 gallons or more, NEEA Tier 3 or higher, with a thermostatic mixing valve and proof of permit; tankless units don’t qualify, and the reservation comes before installation. Go Electric, Milpitas! adds City funds for a heat pump water heater replacing gas, applied automatically through SVCE’s application. SVCE’s Emergency Water Heater Replacement program, for failing gas units, uses its own partner contractors. See SVCE heat pump rebates and heat pump water heaters.

Typical prices in Milpitas, installed, in US dollars. Checked October 2026.
ServiceTypical price (USD)
Tank water heater$1,200–$2,000+
Gas water heater$1,500–$4,500+
Electric water heater$1,600–$4,000+

Prices are installed, before any current special, and depend on access, materials and what we find.

In Milpitas, homes on the high end of the City's 40 to 140 psi range need a pressure regulator and, with it, an expansion tank. Altering the gas system brings a seismic or excess-flow shutoff device, and the final checks smoke and CO alarms and water-conserving fixtures throughout the house, which can add work on an older home.

  • Antonio did an excellent job fixing the water heater room noise issue. He took the time to properly diagnose the root cause instead of just treating the symptoms, which I really appreciated.

He went through multiple steps to resolve it, including draining and cleaning the water heater and adding vibration pads between the water pipes and the wall to reduce the noise transmission.

He was professional, thorough, and clearly knows what he’s doing. Highly recommend Antonio if you’re dealing with similar issues.

  • We had a water service line leak. Danny the technician arrived on time and explained everything to us clearly. He is nice, knowledgeable and professional. He finished the job by himself perfectly and the area was left clean. We would definitely request this technician again when we contact CPI Service in the future.

Water Heater Service in Milpitas FAQs

Do I need a permit to replace a water heater in Milpitas?

Yes. The Office of Building Safety's handout says installing or replacing a water heater requires a plumbing permit, plus an electrical permit if new circuits or outlets are needed. Two jobs can be permitted online in eTRAKiT: ONL WATERHEATER, for a gas or electric unit replaced with the same type in the same spot on the existing gas line or circuit, and ONL HP WH, for a heat pump unit replacing gas in the same spot on a new circuit with no panel upgrade. Anything else is emailed to the Building Permit Center. See water heater repair and replacement.

Can I use the online heat pump water heater permit in Milpitas?

Only if the job fits its scope: a new heat pump water heater replacing an existing gas one in the same location, on a new circuit, with no electrical panel upgrade, and only if the home has no EV charger and no electric cooktop or range already installed. Other heat pump projects go to the Building Permit Center with the City's Electric Panel Size Check form, showing the existing panel size or the new one if an upgrade is needed. See heat pump water heaters.

Does my Milpitas water heater need an expansion tank?

Often. The City says water pressure ranges from 40 to 140 psi depending on location, and its handout requires a pressure regulator with a strainer wherever pressure tops 80 psi. Once a regulator, check valve, backflow preventer or non-bypass meter closes the system, an adequately sized expansion tank goes near the water heater. We test pressure on every replacement and include the parts in a fixed-price quote when they're needed.

Is Milpitas water hard?

Moderately, and it depends on your side of town. The City serves SFPUC water south of Calaveras Blvd. and east of I-680, and north of Calaveras and east of I-880; Valley Water serves the areas to the west. The 2025 report shows SFPUC hardness averaging 60 ppm (8.1 to 112) and Valley Water 100.5 ppm (77 to 146). On Valley Water, expect more sediment in tanks and scale on tankless heat exchangers. See tankless water heaters.

Can I replace a gas water heater with another gas one in Milpitas?

Under the City's handout, yes: following the California Energy Code, a gas water heater may be replaced with a natural gas, propane or heat pump unit, and an electric resistance one with a consumer electric or heat pump unit. The Bay Area Air District's Rule 9-6 is what changes the options: gas water heaters of 75,000 BTU/hr or less manufactured after January 1, 2027 must be zero-NOx, unless the Board's November 4, 2026 vote moves the date to January 1, 2028. A working gas heater can stay. See the Bay Area zero-NOx rules.

What rebates are there for a heat pump water heater in Milpitas?

Two that stack. Silicon Valley Clean Energy's Home Rebates cover a heat pump water heater replacing gas or electric resistance; SVCE's April 2026 specifications call for 40 gallons or more, NEEA Tier 3 or higher and a thermostatic mixing valve, with proof of permit, and the reservation must be approved before installation. The City's Go Electric, Milpitas! funds add to SVCE's rebate for a heat pump water heater replacing gas and are applied through the same SVCE application. See SVCE heat pump rebates.

How much does water heater repair and replacement cost in Milpitas?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: tank water heater $1,200–$2,000+; gas water heater $1,500–$4,500+; electric water heater $1,600–$4,000+; tankless water heater $1,800–$6,000+; heat pump water heater $2,500–$6,000+. The inspection fee is $59, waived for service plan members.
