Emergency Plumbing in Milpitas: What's Different

The City of Milpitas runs both the water and sewer systems, so one City department answers street-side emergencies, with Police Dispatch covering nights and holidays.

  • Public Works by day, Police Dispatch at night

Call Public Works at 408-586-2600, Monday to Friday, 7 a.m. to 5 p.m. From 5 p.m. to 7 a.m. and on holidays, call Police Dispatch at 408-586-2400; for a sewer spill, 911 also works.

  • Where the City's pipes stop

Water: the service line from the meter to the house is private. Sewer: the House Sewer, from the house to the property line and its cleanout, is the owner's; the City repairs structural failures beyond it.

  • Pressure up to 140 psi in places

Pressure runs from 40 to 140 psi, the City says, depending on where you live. Over 80 psi the code requires a regulator, which in turn means an expansion tank at the water heater.

  • Leak alerts through WaterSmart

The City's WaterSmart portal can alert you to a leak, which helps catch a running toilet or a hidden break before the bill or the damage grows.

  • Online permits for a water heater swap

At a single-family home or duplex, a same-type water heater replacement can be permitted online in eTRAKiT as ONL WATERHEATER, and a gas-to-heat-pump swap as ONL HP WH.

  • Gas repairs add a seismic shutoff

When an existing gas system is altered or added to, Milpitas requires a seismic (motion) or excess-flow gas shutoff device after the PG&E meter, ahead of the appliances.

A Homeowner’s Guide to Emergency Plumbing in Milpitas

First steps, in order

  1. Stop the water. Close the fixture valve, or the main shutoff where the water line enters the house. For a leaking water heater, close the cold water valve on top of the tank and turn its gas control to off, or switch off its breaker.
  2. Keep away from electricity. Stay clear of water near outlets, appliances and the panel.
  3. Stop using drains if sewage is coming up, the washer and dishwasher included.
  4. Gas smell: leave first, then call 911 and PG&E.
  5. Call us at (408) 978-3093, any hour. We’ll tell you honestly whether it needs a plumber tonight or can wait for a regular appointment.

Who to call in Milpitas

Milpitas provides its own water and sewer service, so a problem on the street side goes to the City, not a water company or sanitary district:

  • Weekdays, 7 a.m. to 5 p.m.: Public Works, 408-586-2600.
  • 5 p.m. to 7 a.m., weekends and holidays: Police Dispatch, 408-586-2400. For a sewer spill, the City also lists 911.
  • Gas: 911, then PG&E at 1-800-743-5000.
  • Anything on your side of the meter or the property line: a plumber. That’s us.

The water service line runs from the main through the City meter to the house; the pipe from the meter to the house is private, and replacing it is done under a City plumbing permit. See water line replacement.

Burst pipes and high pressure

The City says water pressure in Milpitas ranges from 40 to 140 psi, depending on location. Its handouts follow the plumbing code: above 80 psi a pressure regulator with a strainer is required, and where a regulator, check valve or backflow preventer is installed, the water heater needs an expansion tank. When a regulator wears out, the full street pressure reaches every hose, valve and water heater in the house, so a burst supply line in a high-pressure neighborhood is worth a pressure check, not just a new hose. See burst pipe repair and leak detection.

Most Milpitas homes date from 1970 or later; the City’s 2015 Housing Element put the median at 1977. The older ones are more likely to have galvanized pipe that rusts from the inside. For hidden leaks, the City’s WaterSmart portal can send leak alerts.

Sewage backups

The City splits the side sewer at the property line. The House Sewer, from the house to the property line and its cleanout, is the owner’s to maintain and clear. The House Lateral, from there to the main, is public: when a broken pipe or other structural failure there causes the stoppage, the City repairs it at no charge. If the City is called out and finds grease, rags or no stoppage at all, the user pays its costs. We clear the line from the property-line cleanout by cable or hydro jetting. See drain cleaning in Milpitas and sewer line repair in Milpitas.

Water heater and gas emergencies

Any water heater replacement needs a plumbing permit. At a single-family home or duplex, a same-type replacement in the same place can be permitted online in eTRAKiT as ONL WATERHEATER, and a gas-to-heat-pump swap on a new circuit without a panel upgrade as ONL HP WH. Water heaters need seismic strapping, and a drain pan where a leak would cause damage. Silicon Valley Clean Energy’s Emergency Water Heater Replacement program works through SVCE partner contractors. See water heater service in Milpitas.

For gas, PG&E comes first. Repairs that alter or add to an existing gas system must include a seismic or excess-flow gas shutoff device after the PG&E service tee. See gas line services and all our plumbing services in Milpitas.

  • Our HOA manager recommended CPI when our toilet overflowed on a Saturday evening in July. They picked up the phone at 8:30pm on a Saturday night. One of their plumbers showed up 30 minutes later. He quickly determined that the clog was a bigger issue further down the sewer line which required a professional hydro jetting cleaning to resolve. After checking with the HOA manager, CPI sent a jetter machine and another plumber within half an hour. Their crew worked until 11:30pm to clear the clog. We were so happy that we could use the bathroom again! CPI was responsive, communicated well, worked fast, and resolved the issue during off-hours. We will definitely call them again.

  • Danny was very knowledgeable and efficient. Upon arriving onsite, Danny was able to assess the issue and designed a plan of action that allowed for the water to be turned back on in less than 30 mins. His work and skills speak for themselves. I highly recommend him. Thanks Danny!

Emergency Plumbing in Milpitas FAQs

Who do I call for a water main break or a sewer spill in Milpitas?

The City runs both systems. Call Public Works at 408-586-2600 on weekdays from 7 a.m. to 5 p.m. From 5 p.m. to 7 a.m. and on holidays, call Police Dispatch at 408-586-2400; the City also lists 911 for sewer spills after hours. A leak or backup on your own side of the meter or the property line is the owner's to repair: call us at (408) 978-3093, day or night.

Sewage is backing up into my Milpitas house. What should I do?

Stop using water everywhere in the house, including the washer and dishwasher. If sewage is spilling outdoors, report it to the City right away. A backup inside usually starts in your House Sewer, which the owner keeps clear; we clear it from the property-line cleanout. If the City is called and finds grease, rags or no stoppage, the user pays its costs. See drain cleaning in Milpitas.

Why do supply lines burst in some Milpitas homes?

Pressure is one reason. The City says water pressure ranges from 40 to 140 psi depending on location. The plumbing code calls for a pressure regulator above 80 psi, and a regulator that has failed lets full street pressure into the house, which is hard on hoses, valves and water heaters. After a burst, we check the pressure as well as the break. See burst pipe repair.

My water heater is leaking. Can it be replaced tonight?

First close the cold water valve on top and turn off the gas or the breaker. Replacing it needs a City plumbing permit; at a single-family home or duplex, a same-type replacement can be permitted online as ONL WATERHEATER. The new heater needs seismic straps, an expansion tank where a regulator or check valve is installed, and a drain pan where a leak would cause damage. See water heater service in Milpitas.

I smell gas in my Milpitas home. What do I do?

Leave the house, call 911, then PG&E at 1-800-743-5000. After PG&E has made it safe, the repair is ours to do. Milpitas requires a seismic or excess-flow gas shutoff device when an existing gas system is altered or added to, so a gas line repair may include one. See gas line services.

Does Milpitas have lead or galvanized water service lines?

Not according to the City. Its lead service line inventory, filed with the state in October 2024, found no lead or galvanized service lines, public or private, that need replacing. Pipes inside older homes are a separate question; homes from the 1950s and 1960s may still have galvanized supply pipe. See repiping.

How much does emergency plumbing cost in Milpitas?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: drain cleaning (snaking) $250–$600; toilet repair $150–$600; leak detection, typical accessible leak $150–$600; hydro jetting, main sewer line $1,500–$2,500; sewer spot repair $2,000–$5,000. The inspection fee is $59, waived for service plan members.
