Emergency Plumbing in Santa Clara: What's Different

Water and sewer emergencies in Santa Clara go to one City department, Water & Sewer Utilities, and gas goes to PG&E.

  • Two City numbers to save

Water & Sewer Utilities takes emergencies at 408-615-2000 on weekdays, 8 a.m. to 5 p.m., and at 408-615-5640 outside business hours.

  • Close the house valve, not the meter

Your shutoff is the house valve, normally near a front hose bib. The meter and its valve are City property; if your valve is missing or stuck, the City shuts water off at the meter at no charge.

  • Sewage backup? The City checks first

A City crew checks the main and, through a property-line cleanout, the lower lateral, at no charge. If both flow, the stoppage is on your property and needs a plumber.

  • Gas comes from PG&E

The City supplies electricity, water and sewer, but PG&E provides gas service. For a gas smell, leave the house and call 911 or PG&E from outside, then call us for the repair.

  • A Simple Permit for a failed heater

A like-for-like water heater replacement at a house, duplex or ADU can use a Building Simple Permit. The online portal can issue it on the spot; otherwise it usually takes one to two business days.

  • A Leak Credit after the repair

Fix a leak on your property and apply within two months, with repair receipts, and the City may credit up to half of the extra water use, measured against the same period in past years.

A Homeowner’s Guide to Emergency Plumbing in Santa Clara

The first minutes: stop the water

Most of the damage in a plumbing emergency happens before anyone arrives, so find your shutoff now, not when the ceiling is dripping. In Santa Clara it’s the house valve, normally at the front of the house near a hose bib, where the supply pipe comes up from the ground.

  • Use the house valve, not the meter valve. The meter and the valve in its box belong to the City. Only City technicians may operate it, and if an occupant or plumber damages it, the property owner pays.
  • If your valve is missing or won’t turn, call Water & Sewer Utilities. The City shuts water off and back on at the meter at no charge.
  • Then call us at (408) 978-3093, any hour, and we’ll talk you through limiting the damage while a plumber is on the way.

Save both City numbers in your phone: 408-615-2000 on weekdays from 8 a.m. to 5 p.m., and 408-615-5640 outside business hours.

Sewage backups: let the City look first

When toilets back up, water rises in a tub or shower, or the cleanout in the yard overflows, stop using water and call the City. Its crews check the sewer main and, through the property-line cleanout, the lower lateral, at no charge. If both are flowing, the stoppage is on private property, where City crews can’t work, and that’s when to call a plumber. Keep in mind:

  • In Santa Clara the owner’s lateral runs all the way to the main, including the part under the street.
  • The City can’t check the lower lateral of a home without a property-line cleanout.
  • It can’t reimburse a private plumber’s fee, even if the blockage turns out to be in the main.
  • If we clear the line, the City asks you to let it know.

See drain cleaning in Santa Clara for more on cleanouts and clogs.

Gas smells go to PG&E and 911

Santa Clara provides its own electricity, through Silicon Valley Power, along with water and sewer, but PG&E provides gas service. If you smell gas, leave first and call 911 or PG&E from outside. Don’t try to find the leak yourself. After the gas is made safe, a licensed plumber repairs the house piping or the appliance connection.

When the water heater fails

A leaking tank or a relief valve that won’t stop discharging is an emergency: shut off the cold water supply to the heater and its gas or power. Replacing it needs a permit. For a like-for-like swap at a single-family home, duplex or ADU, that’s a Building Simple Permit through the Permitting Online Portal; an automatic check can issue it on the spot, and otherwise approval usually takes one to two business days. Two points often asked about:

  • The City’s reach codes apply only to new buildings, so you may replace a gas water heater with a gas one.
  • California law requires every replacement water heater to be strapped against earthquakes.

See water heater repair in Santa Clara.

After the repair: the Leak Credit

Water lost to a burst pipe or hidden leak shows up on the next bill. The City’s Leak Credit can cover up to half of the extra use if you fix the leak promptly and apply within two months with repair receipts. The City then watches two billing cycles to confirm your use is back to normal, so the process takes a few months, and you can’t have had a credit in the past 24 months. Keep the plumber’s invoice; it’s your proof of repair.

  • Our HOA manager recommended CPI when our toilet overflowed on a Saturday evening in July. They picked up the phone at 8:30pm on a Saturday night. One of their plumbers showed up 30 minutes later. He quickly determined that the clog was a bigger issue further down the sewer line which required a professional hydro jetting cleaning to resolve. After checking with the HOA manager, CPI sent a jetter machine and another plumber within half an hour. Their crew worked until 11:30pm to clear the clog. We were so happy that we could use the bathroom again! CPI was responsive, communicated well, worked fast, and resolved the issue during off-hours. We will definitely call them again.

Emergency Plumbing in Santa Clara FAQs

A pipe burst in my Santa Clara home. What should I do first?

Close the house valve, usually at the front of the house near a hose bib, where the supply pipe comes up from the ground. Don't turn the valve in the meter box: it's City property and the owner pays if it's damaged. If you can't find or turn your valve, call Water & Sewer Utilities (408-615-2000 on weekdays, 408-615-5640 after hours) and the City shuts the water off at the meter at no charge. Then call us at (408) 978-3093, any hour. See burst pipe repair.

Sewage is coming up my shower drain at night. Who do I call?

Stop running water and flushing, then call the City's after-hours line, 408-615-5640. A crew checks the main and, if you have an accessible property-line cleanout, the lower lateral, at no charge. If both are flowing, the blockage is on your property and City crews can't work there; we clear main lines 24/7. If a plumber clears it, tell the City, as it asks. See main drain and sewer cleaning.

Water is leaking near my meter. Is that the City's problem or mine?

It depends on which side of the meter. Under City Code, the City's service runs from the main up to and including the meter, and your system starts immediately downstream of it. Water & Sewer Utilities checks for leaks at the meter for free (408-615-2000, or 408-615-5640 after hours). A leak in the yard line between the meter and the house is the owner's to repair. See water line repair.

I smell gas in my Santa Clara house. What should I do?

Leave the house first and call 911 or PG&E from outside. The City's Finance FAQ confirms that PG&E, not the City, provides gas service in Santa Clara and lists it at (800) 743-5000. Once PG&E or the fire department has made it safe, we can find and repair a leak in the house piping. See gas line services.

My water heater failed overnight. How fast can it be replaced in Santa Clara?

We can shut the water and gas or power off safely right away, and same-day service is available. The replacement needs a permit: a like-for-like swap at a single-family home, duplex or ADU qualifies for a Building Simple Permit, which the online portal can issue at once and otherwise usually approves in one to two business days. The City's reach code doesn't require replacing a gas heater with an electric one, and state law requires strapping. See water heater services.

Will the City credit my water bill after a burst pipe?

Often. The City's Leak Credit can cover up to half of the extra water use once the leak on your property is fixed. Apply within two months of the repair, with receipts, to water@santaclaraca.gov; the City then watches two billing cycles to confirm use is back to normal, and you can't have had a credit in the past 24 months. Customer Service is at 408-615-2300.
