Emergency Plumbing Services for Campbell Homes
Plumbing Emergencies in Campbell: Who to Call
The City of Campbell runs neither the water nor the sewer, so the first call depends on what failed and where.
Sewer backups go to the District, 24/7
West Valley Sanitation District: (408) 385-3090 on weekdays from 7:30 a.m. to 4:30 p.m., (408) 299-2507 after hours. Its crew checks the main and, through a property line cleanout, clears the lower lateral at no added charge.
San Jose Water answers around the clock
San Jose Water lists (408) 279-7900 as its 24-hour customer service line. It handles the service line up to and including the meter and takes reports of leaks on its side at any hour.
Close your house valve, not the meter
San Jose Water asks customers not to shut off water at the meter box, and holds them responsible for damage there. State rules make the shutoff valve between its meter and your house yours to keep working.
Gas smell? Leave first
PG&E tells customers who smell gas to leave the area, call 9-1-1, then call PG&E at 1-800-743-5000. After PG&E has made it safe, we can find and repair a leak on your gas piping.
A stuck backflow flap can cause a backup
If your home has a backflow device, a flap stuck shut by sediment backs sewage into the house even when the District's pipes are clear. The District suggests checking it every three to six months.
Replacements take a City permit
A water heater, sewer line or water line replacement is a City general trade permit filed online in MyGovernmentOnline, and every sewer line permit also needs the District's clearance.
A Homeowner’s Guide to Emergency Plumbing in Campbell
First, stop the damage
Call us any time at (408) 978-3093; after hours the call goes to our emergency service and an on-call plumber is dispatched. While you wait:
- Burst pipe or failed supply line: close the fixture valve, or the house shutoff where the water line enters the house. Stay clear of water near outlets or the electrical panel.
- Sewage coming up a drain: stop running water everywhere, including the washer and dishwasher, and call the District (below) before anyone opens a cleanout.
- Leaking water heater: close the cold-water valve on top of the tank and turn the heater off.
- Gas smell: don’t use switches or phones nearby. Leave, call 9-1-1, then PG&E at 1-800-743-5000.
Sewer backups: the West Valley Sanitation District
The West Valley Sanitation District runs Campbell’s sewers, and the City says it takes overflow and backup reports 24/7. Call (408) 385-3090 on weekdays from 7:30 a.m. to 4:30 p.m., or (408) 299-2507 after hours, and don’t run water until the backup is cleared. Its crew checks the District main and, where there’s a property line cleanout, clears the lower lateral between that cleanout and the main. The visit is included in the sewer service charge.
If the District finds its pipes clear, it advises calling a plumber, because the stoppage is in your upper lateral or indoor drains. Without a usable cleanout, keeping the whole line clear to the main is the owner’s job. One more thing to check: if your home has a backflow device, a flap stuck shut by sediment backs sewage into the house even when the District’s pipes are fine. See main drain and sewer cleaning and sewer line service in Campbell.
Water emergencies: San Jose Water and the meter
Campbell homes get water from San Jose Water, which lists (408) 279-7900 as its 24-hour customer service line and takes reports of leaks on its side of the meter at any hour.
- San Jose Water’s side: the connection to the main, the service line up to the meter’s inlet shutoff, the meter, the meter box and the outlet coupling.
- Your side: the service line from the meter to the house, the house valve and every fixture. State rules (CPUC Rule 16) require the customer to provide and maintain a shutoff valve between San Jose Water and the house line.
Don’t close the valve in the meter box yourself. San Jose Water asks customers to call instead and holds them responsible for any damage there. If your own shutoff is seized or leaking, replacing it is often the first repair after the water is stopped. See burst pipe repair and leak detection.
Water heater failures
A leaking tank is shut down first: water off at the cold inlet, gas or power off. The replacement is a general trade (MEP) permit, filed online through the City’s MyGovernmentOnline system; a like-for-like swap needs no plans. The City’s guide calls for seismic straps at the upper and lower thirds of the tank, an expansion tank where the system has a check valve, backflow preventer or pressure regulator, and, in a garage, an 18-inch stand or barrier where required.
Think before replacing gas with gas: the City notes that under Bay Area Air District rules, gas water heaters can no longer be sold and installed in the Bay Area starting in 2027. Silicon Valley Clean Energy’s Emergency Water Heater Replacement program swaps a failed gas unit for a heat pump model through a partner contractor, and its Home Rebates have their own process for emergency replacements. See water heater services.
After the emergency: permits and the follow-up repair
Repairs that replace pipe are City work: sewer line and water line repair or replacement are general trade permits from the Building Inspection Division, (408) 866-2130, done by a licensed plumbing contractor or an owner-builder. Every sewer line permit needs the District’s clearance, and the District may add a property line cleanout or a backwater valve to the job. Digging in the street or park strip adds a Public Works encroachment permit.
After hours, the job is quoted as a fixed price before we start, typically based on $200–$300 per hour, plus parts and drive time, with a minimum charge. When the damage is stopped, the rest of the repair can often wait for regular hours, and we’ll tell you on the phone.

Get a free estimate →I called your emergency number first thing Saturday morning and Dustin called me right back. He went out there late morning and found a hole in the drain pipe and a backup nearby that was making the leak even worse. He snaked the line and temporarily patched the line so gases wouldn’t escape. He said I would need to get restoration out there to (again) dry out the crawlspace before CPI could replace the drain pipe. It is plastic not cast iron apparently.
Dustin was really great, communicative, and helpful. Really appreciated his work.

I have called on CPI multiple times. The first time was a critical emergency to replace hot & cold lines to an outside building which failed due to age and natural deterioration. The second and third times were minor interior jobs. Today they replaced and upgraded the main line from the street to our home. Next, I plan to have them take care of everything for a new home we’re planning to build. These guys are awesome. They can handle any size job. Prices are fair. I like Matt a lot. Attention to detail and quality is fantastic. Highly recommend.

Dustin did a great job fixing my main valve pipe in the front of my house…didn’t leave until it was completed (took around 3+hours).
Saved my life!…Good guy! 🙂

Emergency Plumbing in Campbell FAQs
Sewage is backing up in my Campbell home at night. Who do I call?
Stop running water and call the West Valley Sanitation District's after-hours line, (408) 299-2507 (weekdays 7:30 a.m. to 4:30 p.m.: (408) 385-3090). Its crew checks the District main and, if your home has a property line cleanout, clears the lower lateral at no added charge. If the District finds its pipes clear, the stoppage is in your upper lateral or indoor drains: call us any time at (408) 978-3093. See drain cleaning in Campbell.
Can I shut off my water at the meter in an emergency?
San Jose Water asks you not to: don't shut off water at the meter box or tamper with the meter, and call it at (408) 279-7900, its 24-hour line, if the meter must be closed. It also says you're responsible for any damage you cause there. Use your house shutoff valve, usually where the line enters the house or near the front hose bib. If it won't close, that's an emergency repair we can make. See burst pipe repair.
Water is bubbling up in my Campbell yard. Is it my pipe or San Jose Water's?
If it's at the meter or between the meter and the street, it's probably San Jose Water's: it handles the service line from the main to the meter, plus the meter, its box and the outlet coupling. Report it at (408) 279-7900, any hour. If it's between the meter and the house, the pipe is yours, and replacing it is a City general trade permit. See water line repair.
My water heater is leaking. Can it be replaced right away in Campbell?
Same-day service is available, and we can shut a leaking tank down safely right away. The replacement is a general trade permit filed online with the City; plans aren't needed for a like-for-like swap. The City's guide calls for seismic straps at the upper and lower thirds of the tank and an expansion tank where the system has a check valve, backflow preventer or pressure regulator. See water heater services.
Should I replace a failed gas water heater with another gas one in Campbell?
You can for now, but the City notes that under Bay Area Air District rules, gas water heaters can no longer be sold and installed in the Bay Area starting in 2027. Silicon Valley Clean Energy's Emergency Water Heater Replacement program replaces a failed gas water heater with a heat pump model through a partner contractor. A heat pump unit may need a new circuit. See heat pump water heaters.
