Emergency Plumbing Services for Sunnyvale Homes
Emergency Plumbing in Sunnyvale: What's Different
Most Sunnyvale homes get water and sewer service from the City, which answers one number around the clock for both.
One 24-hour line for water and sewer
The City's Water and Sewer Response Service, 408-730-7400, takes main breaks, leaks at the meter, low pressure, no water, water quality problems and sewer backups at any hour.
Your shutoff is usually out front
The City says a home's shutoff valve is typically at the front of the house near a hose bib. If you can't find it or it doesn't work, call the City at 408-730-7400.
The meter marks the handoff
The City maintains the water mains in the street. A leak in the pipe that connects the meter to the house is the property owner's to fix.
Gas questions go to PG&E
The City's phone directory sends gas and power questions to PG&E. For a gas smell, leave the house and call 911 or PG&E from outside before calling a plumber.
SVCE help when a gas heater fails
Silicon Valley Clean Energy's Emergency Water Heater Replacement program covers homes of up to four units whose gas water heater has failed or is failing, through SVCE's partner contractors.
A leak adjustment once a year
Water lost to a repaired leak can be billed at the City's reduced leak rate once an application with proof of repair is approved, for one billing cycle per year.
A Homeowner’s Guide to Emergency Plumbing in Sunnyvale
First: stop the water
The City of Sunnyvale delivers water to most homes, though a few pockets of the city are served by California Water Service (Cal Water) instead; your water bill says which. For City customers:
- Find your shutoff now. The City says it’s typically at the front of the house, near a hose bib. Turn it once a year so it isn’t seized when you need it.
- If you can’t find it or it won’t close, call the City’s 24-hour line, 408-730-7400.
- Know where the City’s pipe ends. The City maintains the mains in the street; the pipe from the meter to the house is the owner’s, and so is any leak in it.
Then call us at (408) 978-3093, day or night. While you wait, keep away from water near outlets, fixtures or the panel, and move belongings out of its path. See burst pipe repair.
Sewer backups: the City’s line comes first
When toilets back up, dirty water comes into a tub, or the cleanout in the front yard overflows, Sunnyvale asks you to call its Sewer Response Service, 408-730-7400, before anyone else, and to stop using water until the source is found. The City says it responds within two hours and helps identify whether the main or your line is at fault. Laterals are generally the owner’s, though in some cases where a property-line cleanout is installed the City clears a lower-lateral blockage as a courtesy.
If the clog is on your side, we clear it from the cleanout. See drain cleaning in Sunnyvale for roots, grease and backwater valves.
Gas smells and failed water heaters
The City’s 24-hour line handles water, sewer and storm drain problems, not gas; its phone directory lists PG&E for gas and power (customer service 800-743-5000, outages 800-743-5002) and 911 for fire emergencies. If you smell gas, leave first and call from outside.
For a leaking water heater, shut off its cold water supply and its gas or power. Sunnyvale’s replacement rules, from the City’s handout:
- A plumbing permit is required before the heater is replaced, through E-OneStop or the One-Stop Permit Center.
- Two seismic straps (more on larger tanks), and a relief valve drain to the outside.
- A gas heater in a garage is raised so its controls are at least 18 inches above the floor, unless it’s listed as flammable vapor ignition resistant.
- Under the 2025 Energy Code, the replacement may be gas or a heat pump. Reach codes the City approved for existing homes, enforced from the end of 2026, add electric-ready requirements when permitted electrical work is done near gas equipment.
Silicon Valley Clean Energy’s Emergency Water Heater Replacement program helps owners of homes with up to four units whose gas water heater has failed or is failing. It works through SVCE’s own partner contractors and is free for income-qualified households. See water heaters in Sunnyvale.
After the repair
- Permits for the permanent fix. Replacing the water line from the meter, the pipes inside the house or the sewer line takes a City plumbing permit; work in the street or sidewalk adds a Public Works encroachment permit.
- The leak adjustment. Water lost to a repaired leak can be billed at a reduced leak rate once the City approves an application with proof of repair, limited to one billing cycle per year.

Get a free estimate →I called your emergency number first thing Saturday morning and Dustin called me right back. He went out there late morning and found a hole in the drain pipe and a backup nearby that was making the leak even worse. He snaked the line and temporarily patched the line so gases wouldn’t escape. He said I would need to get restoration out there to (again) dry out the crawlspace before CPI could replace the drain pipe. It is plastic not cast iron apparently.
Dustin was really great, communicative, and helpful. Really appreciated his work.

Danny fixed a broken flange before a water meter that had caused a huge water geyser. He was calm and put in a new flange quickly and effectively. Love working with Danny, who is skilled, knowledgeable, and friendly!

I had an overflowing bathroom sink with no way of stopping or knowing how to stop it. Upon calling management, they reached out to CPI who immediately responded by sending a wonderful soul called Dustin to our rescue. Dustin mitigated the problem instantly and both with great care and ease. As overwhelmed and as helpless I felt, Dustin’s incredible professionalism and high level of emotional intelligence skills dissipated that feeling. His shrewd judge of character and due diligence also saved the person’s apartment next to mine as he observed our pipes were connected. Dustin’s random act of kindness of informing property management to contact the owner of that apartment saved them from incurring the same problem as I was facing. Luckily the elderly gentleman who did not live there anymore drove down and was able to get his place restored properly too. Dustin’s empathetic mannerisms, patience and admirable communication skills provided clarity and calmness to both I and the gentlemen. We truly appreciate the help and kindness that was shown to us. Dustin truly epitomizes the saying “In a world where you can be anything, be kind.” Thank you again

Emergency Plumbing in Sunnyvale FAQs
A pipe burst in my Sunnyvale home. What should I do first?
Close the home's shutoff valve, which the City says is typically at the front of the house near a hose bib. If you can't find it or it won't close, call the City's 24-hour Water Response Service at 408-730-7400. Then call us at (408) 978-3093, any hour, and stay clear of water near outlets or the electrical panel. See burst pipe repair.
Water is bubbling up near my meter at night. Is that the City's problem?
Call the City first: leaks at the meter and main breaks are on the list for its 24-hour Water Response Service, 408-730-7400. The City maintains the mains, and a leak in the pipe between the meter and the house is the owner's to fix. If the City finds the leak is on your side, we can repair or replace that line; a replacement needs a City plumbing permit. See water line repair.
Sewage is coming up in my tub after hours. Who do I call?
The City's Sewer Response Service, 408-730-7400, at any hour, before anyone else. Turn the water off and don't flush, shower or run the washer until the source is found. The City says it responds within two hours and helps work out which part of the system is at fault. If the blockage is in your line, we clear main lines 24/7. See drain cleaning in Sunnyvale.
My gas water heater failed. Can I replace it with another gas one in Sunnyvale?
Under the 2025 Energy Code rules in the City's handout, yes: a replacement may be gas or a heat pump. Either way, a plumbing permit comes first, with two seismic straps (more on larger tanks), a relief valve drain to the outside, and a gas heater in a garage raised so its controls are at least 18 inches above the floor unless it's listed as flammable vapor ignition resistant. Reach codes for existing homes, enforced from the end of 2026, add electric-ready requirements in some cases. See water heaters in Sunnyvale.
I smell gas in my Sunnyvale house. What should I do?
Leave the house, then call 911 or PG&E from outside. The City's phone directory lists 911 for fire emergencies and PG&E Customer Service at 800-743-5000; the City's 24-hour line covers water, sewer and storm drain problems, not gas. Once the gas is made safe, we can find and repair a leak in the house piping. See gas line services.
Will Sunnyvale reduce my bill after a leak?
It can. Once you've repaired the leak, apply with proof of repair, and if approved the water lost is billed at the City's reduced leak rate, limited to one billing cycle per year. Keep the plumber's invoice. Leaving a known leak unrepaired isn't an option either: Municipal Code 12.34.020 prohibits using broken or defective plumbing that lets water escape.
