Repiping Services for Sunnyvale Homes
Repiping in Sunnyvale: What's Different
Sunnyvale's Building Division publishes its own brochure for water and sewer pipe replacement, so the rules for a repipe here are written down in one place.
Most homes date from 1940 to 1979
The City's Housing Element counts 23,867 homes built from 1960 to 1979 and 13,103 from 1940 to 1959, and says homes over 30 years old are likely to need work such as new plumbing.
Permit first, then two inspections
A plumbing permit is required before old water pipe comes out. A rough inspection follows while the new pipe is exposed, and a final inspection once the work is done.
Every re-pipe gets a bonding jumper
The City's brochure requires a continuous bonding jumper between the hot, cold and gas lines at the water heater for all re-pipes, sized to the main panel.
Eichlers on slab, with radiant floors
The City's Eichler Design Guidelines count more than 1,000 Eichlers built in Sunnyvale from 1949 to 1972, with slab-on-grade construction and radiant floor heating.
Service lines checked, house pipe not
The City field-checked 1,150 service lines and found no lead or galvanized lines needing replacement on either side of the meter. Pipe inside the house wasn't part of that inventory.
Hardness depends on the source
The 2025 water quality report averages 60 ppm for SFPUC water in the north, 97 ppm for Valley Water in the south, and 290 ppm for City wells used at summer peaks.
A Homeowner’s Guide to Whole-House Repiping in Sunnyvale
How old Sunnyvale’s homes are
Sunnyvale’s 2023–2031 Housing Element (adopted December 2023) counts homes by year built, from 2015–2019 Census estimates:
| Year built | Homes |
|---|---|
| 1939 or earlier | 1,046 |
| 1940 to 1959 | 13,103 |
| 1960 to 1979 | 23,867 |
| 1980 to 1999 | 13,673 |
| 2000 to 2009 | 3,538 |
The City says homes over 30 years old are likely to show rehabilitation needs, naming new plumbing among them, while adding that many have been remodeled or rebuilt. Galvanized supply pipe from the postwar decades corrodes inside, cuts pressure and leaks at threaded joints; pinhole leaks in aging copper are another reason owners repipe. Our repiping cost calculator gives a first estimate. See whole-house repiping.
Eichlers and slab homes
Joseph Eichler’s first homes went up in Sunnyvale in 1949. The City’s Eichler Design Guidelines (2009) count more than 1,000 built here through 1972 and list slab-on-grade construction, radiant floor heating, flat roofs and open-beam ceilings among their features. They also note that radiant floors often deteriorated where copper piping wasn’t available.
For a repipe, that means little hidden space for new lines. We map each run with you first and use the City’s rules for pipe within and underneath the building. Leaks under the slab are a separate repair; see slab leak repair and leak detection.
What the City requires (January 2026 brochure)
The Building Division’s Residential Water/Sewer Pipes brochure applies to permits submitted on or after January 1, 2026:
- Permit first: a plumbing permit is required to replace distribution pipes, and it must be obtained before the old system is removed.
- Materials: copper (Type K, L or M), malleable iron, galvanized steel, CPVC, PEX or other approved material meeting NSF 61. Plastic distribution lines need a label at the main electrical panel.
- Like materials: the system must be of like materials unless the Chief Building Official approves otherwise, with brass adapters, dielectric unions and listed fittings at transitions.
- Insulation: the first 5 feet of hot and cold pipe at the water heater, hot lines of 3/4 inch or larger, hot lines to the kitchen, buried hot lines and any recirculation loop.
- Backflow: non-removable backflow devices on every hose bib.
- Walls: opened shear walls, braced panels or firewalls are inspected before they’re covered.
Bonding, grounding and the two inspections
All re-pipes need a bonding jumper between the hot, cold and gas lines at the water heater, sized to the main panel. The brochure’s grounding rules call for a conductor from the panel to a ground rod and the cold water pipe, connected within the first 5 feet of pipe entering the building. Then come two inspections: rough plumbing with the new pipe exposed, and final when the work is done.
Service lines and water quality
The City owns the line from the main to the meter; the owner has the line from the meter to the building. Its service line inventory field-checked 1,150 lines and found no lead or galvanized service lines needing replacement on either side. The pipe inside your walls is a different matter. On repipe day the water goes off at the house shutoff; if yours can’t be found or won’t close, the City’s 24-hour water line, 408-730-7400, will help.
The 2025 water quality report shows SFPUC water averaging 60 ppm hardness in the north, Valley Water 97 ppm in the south, and City wells 290 ppm when they’re used for summer peaks. A few pockets of the city get water from Cal Water instead. See water line replacement. Compare other cities in our South Bay water hardness table.

In Sunnyvale every repipe includes the bonding jumper between the hot, cold and gas lines, and hot water lines of 3/4 inch or larger, lines to the kitchen and any recirculation loop must be insulated. If shear walls or braced panels are opened to run new pipe, they need their own inspection before they're covered.
Get a free estimate →We hired CPI for a complete house repipe and an addition of a water recirculation system. They did an excellent job. The workers were friendly, they cleaned up after themselves, they didn’t hesitate to ask if they had any questions and we were assigned a project manager to ensure that the job went smoothly. They handled permits and inspections very well. Everything went smoothly. They were definitely worth the money. I wish all of our home improvement jobs had gone this well. I definitely recommend them.

I have called on CPI multiple times. The first time was a critical emergency to replace hot & cold lines to an outside building which failed due to age and natural deterioration. The second and third times were minor interior jobs. Today they replaced and upgraded the main line from the street to our home. Next, I plan to have them take care of everything for a new home we’re planning to build. These guys are awesome. They can handle any size job. Prices are fair. I like Matt a lot. Attention to detail and quality is fantastic. Highly recommend.

We had a water service line leak. Danny the technician arrived on time and explained everything to us clearly. He is nice, knowledgeable and professional. He finished the job by himself perfectly and the area was left clean. We would definitely request this technician again when we contact CPI Service in the future.

Repiping in Sunnyvale FAQs
Do I need a permit to repipe my house in Sunnyvale?
Yes. The City's Residential Water/Sewer Pipes brochure requires a plumbing permit to replace the distribution pipes inside the house, the main water line from the meter or the sewer line, and the permit must be issued before the old system is removed. Apply online through the City's permit center or at the One-Stop Permit Center at City Hall, 456 W. Olive Ave. (408-730-7444). Two inspections follow: rough plumbing before the new pipe is covered, and final. We handle the permit and schedule both inspections.
Can my Sunnyvale home be repiped with PEX?
Yes. For distribution pipe within and underneath the building, the City's January 2026 brochure lists copper (Type K, L or M), malleable iron, galvanized steel, CPVC, PEX or other approved material meeting NSF 61. If the new lines are plastic, a label at the main electrical panel must say the structure has nonmetallic water distribution lines. We quote PEX and copper and explain the trade-offs for your house. See whole-house repiping.
Why does a Sunnyvale repipe involve my electrical panel?
Because older homes often use metal water pipe as part of the electrical ground. The City requires a continuous bonding jumper between the hot, cold and gas lines at the water heater for all re-pipes, sized by the main panel. Its grounding rules call for a conductor from the panel to a ground rod and the cold water pipe, within the first 5 feet of pipe inside the building, and the underground water service can't be the only electrode. Where dissimilar metals meet, dielectric unions and listed clamps and bonding jumpers are required.
My Sunnyvale Eichler has radiant floors. Does that change the repipe?
It changes the route. The City's Eichler Design Guidelines describe slab-on-grade construction, radiant floor heating and open-beam ceilings, and note that radiant floors often deteriorated where copper piping wasn't available. The radiant system is separate from your water supply pipes, and we don't work on it; a repipe replaces the supply lines. With little hidden space, we agree on each route with you before we start, and the City's brochure covers distribution pipe both within and underneath the building.
Does Sunnyvale have lead or galvanized service lines?
Not that need replacing. The City's service line inventory field-verified 1,150 lines and found no lead service lines or galvanized lines requiring replacement, either on the City's side from the main to the meter or on the customer's side from the meter to the building. That inventory doesn't cover the pipes inside your house, where galvanized supply pipe from the 1940s to 1960s may still be in use.
Should I replace the line from the meter at the same time?
If it's old or leaking, it's often the simplest time. The line from the meter to the house is the owner's, and replacing it is on the same plumbing permit list. The City's brochure sets the rules: PVC, copper, CPVC or another approved material, buried at least 12 inches, and plastic pipe gets a blue 14-gauge copper tracer wire and a label at the electrical panel. Work in the street or sidewalk needs a Public Works encroachment permit. See water line replacement.
How much does whole-house repiping cost in Sunnyvale?
Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: whole-house repipe (PEX, typical home) $8,000–$18,000; leak detection, typical accessible leak $150–$600. The inspection fee is $59, waived for service plan members.
