Water Heaters in Menlo Park: What's Different

Menlo Park spells out what a water heater permit needs, depending on whether gas stays or a heat pump goes in, and its electricity comes from WestLight Energy rather than a Santa Clara County provider.

  • Gas or heat pump, both allowed

The City lets an existing gas water heater be replaced with a new gas unit or with a heat pump water heater. Either way, the application is filed online through the Accela Citizen Access portal.

  • A lot plan for a heat pump

A gas-for-gas swap needs no plans. A heat pump water heater needs a lot plan showing its location, distance to property lines, the panel, the receptacle and circuit amperage, plus a floor plan if it moves.

  • A Title 24 form on every swap

Both kinds of replacement include product specifications and a signed Title 24 Certificate of Compliance, form CEC-CF1R-ALT-05-E, with the building permit application.

  • New panel, 240-volt ready

When a project replaces the main electric panel, the City's CALGreen amendment reserves a 30-amp, 240-volt circuit, with conductors ending within 3 feet of the water heater, labeled for future heat pump use.

  • Soft water from both providers

Menlo Park Municipal Water and Cal Water's Bear Gulch District each reported 2025 hardness of 8.1 to 112 ppm, averaging 60 and 62 ppm. Cal Water counts anything under 75 ppm as soft.

  • WestLight rebates, not SVCE

Menlo Park is served by WestLight Energy, formerly Peninsula Clean Energy, which rebates heat pump water heaters that replace gas. Santa Clara County programs such as SVCE don't apply here.

A Homeowner’s Guide to Water Heater Repair and Replacement in Menlo Park

Replacing a water heater in Menlo Park takes a City building permit, filed online. A gas-for-gas swap needs only the application, product specifications and a Title 24 form; a heat pump water heater also needs a lot plan showing the panel and circuit. Electricity comes from WestLight Energy, whose rebates differ from the Santa Clara County programs. We repair and replace tank, tankless and heat pump water heaters, with same-day service available.

What the City asks for

Menlo Park’s Building Division lists its water heater requirements by type of swap. As of October 2026:

Gas to gas Gas to heat pump
Plan set Not required Lot plan; floor plan if the location changes
Lot plan shows — Existing and new locations, distance to property lines, panel, receptacle, circuit amperage
Documents Application, product specs, CEC-CF1R-ALT-05-E Same, plus a Covered Parking Encroachment Acknowledgment signed by the owner
How to apply Accela Citizen Access, online only Accela Citizen Access, online only

Inspections are booked online or at 650-330-6767. California’s Health and Safety Code § 19211 also requires every new or replacement residential water heater to be braced, anchored or strapped against earthquake motion.

Heat pump water heaters: space, power and the lot plan

The City notes that heat pump water heaters can need more ventilation and electrical power than gas units, and that the amount varies by manufacturer. That’s why the lot plan asks for the panel location and the circuit amperage. In practice we check three things before quoting:

  • Room and airflow: the unit draws heat from the surrounding air, so a tight closet may need venting or a different spot.
  • Power: many models need a dedicated 240-volt circuit; panel work, if needed, is done by a licensed electrician.
  • Condensate: the heat pump makes water, which needs a drain or a pump.

See heat pump water heaters.

Panel upgrades and remodels

Two local amendments touch water heaters without requiring a heat pump:

  • Pre-wiring (CALGreen § 4.106.5.2, Municipal Code § 12.18.090): when a project replaces or upgrades the main panel, the new panel must reserve capacity and breaker space for a 240-volt, 30-amp heat pump water heater circuit, with conductors run to within 3 feet of the existing water heater and labeled “spare” and “240-volt ready.” The building official may accept an alternate heat pump water heater space of 2.5 by 2.5 by 7 feet instead.
  • Remodel energy measures (Municipal Code §§ 12.16.010–020): additions and alterations to homes built before 2011, above the City’s valuation threshold, add two measures from a list of nine. Replacing a gas water heater with a heat pump model is one option; insulating hot water pipes and an existing tank is another.

Soft water in both service areas

Menlo Park Municipal Water serves Sharon Heights and the areas east of El Camino Real; Cal Water’s Bear Gulch District serves Downtown and West Menlo. Both 2025 water quality reports show hardness of 8.1 to 112 ppm, averaging 60 ppm (Municipal Water) and 62 ppm (Cal Water), with total dissolved solids averaging 111 and 117 ppm. Cal Water calls water under 75 ppm soft. Scale is a smaller worry here than in South Bay cities on well water, but an annual flush still clears sediment from tanks. See water heater services. Compare other cities in our South Bay water hardness table.

WestLight Energy programs

WestLight Energy runs three paths for water heaters. Its rebate pays when a heat pump water heater replaces gas, propane or oil (less for electric resistance), with no pre-approval and no contractor list: any licensed contractor can install, and you apply within 90 days with the invoice, photos and the City permit. Its emergency replacement and Full-Service programs use WestLight’s own partner contractors and can’t also claim the rebate. See WestLight Energy rebates.

Gas water heaters and the Air District rule

The City still allows gas-for-gas replacements. The Bay Area Air District’s Rule 9-6 governs what can be sold and installed:

  • January 1, 2027: zero NOx for natural gas water heaters under 75,000 BTU/hr manufactured after that date, typically home tank heaters.
  • January 1, 2031: the same for 75,000 BTU/hr to 2 million BTU/hr, including tankless units.

Existing heaters may stay until they fail. On November 4, 2026, the Air District Board votes on moving the small-heater date to January 1, 2028 and adding exemptions; until then the 2027 date stands. See Bay Area zero-NOx rules.

Water Heater Prices in Menlo Park

Most repairs are quoted as a fixed price before we start, so you approve the cost before any work begins. These are typical prices for common jobs in our service area.

Typical prices in Menlo Park, installed, in US dollars. Checked October 2026.
ServiceTypical price (USD)
Tank water heater$1,200–$2,000+
Gas water heater$1,500–$4,500+
Electric water heater$1,600–$4,000+
Tankless water heater$1,800–$6,000+
Heat pump water heater$2,500–$6,000+
Inspection feeWaived for service plan members$59

Prices are installed, before any current special, and depend on access, materials and what we find.

In Menlo Park a gas-for-gas replacement goes in without plans, while a heat pump water heater adds a lot plan, often a new 240-volt circuit and a condensate route, plus the owner's signed Covered Parking Encroachment Acknowledgment. A tankless conversion burns more gas than a tank, so the gas line may need upsizing.

  • Antonio did an excellent job fixing the water heater room noise issue. He took the time to properly diagnose the root cause instead of just treating the symptoms, which I really appreciated.

He went through multiple steps to resolve it, including draining and cleaning the water heater and adding vibration pads between the water pipes and the wall to reduce the noise transmission.

He was professional, thorough, and clearly knows what he’s doing. Highly recommend Antonio if you’re dealing with similar issues.

  • We hired CPI for a complete house repipe and an addition of a water recirculation system. They did an excellent job. The workers were friendly, they cleaned up after themselves, they didn’t hesitate to ask if they had any questions and we were assigned a project manager to ensure that the job went smoothly. They handled permits and inspections very well. Everything went smoothly. They were definitely worth the money. I wish all of our home improvement jobs had gone this well. I definitely recommend them.

Water Heater Service in Menlo Park FAQs

Do I need a permit to replace a water heater in Menlo Park?

Yes. Menlo Park only accepts building permit applications online, through its Accela Citizen Access portal. For a gas-for-gas replacement the City asks for the permit application, the product specifications and a signed Title 24 form CEC-CF1R-ALT-05-E; no plan set is needed. Inspections are scheduled online or at 650-330-6767, and permit questions go to 650-330-6704. See water heater services.

What extra paperwork does a heat pump water heater need?

A lot plan showing the existing and new water heater locations, the distance to property lines, the electric panel, and the required receptacle and circuit amperage; a floor plan if the heater moves; and a Covered Parking Encroachment Acknowledgment signed by the owner. The City notes that heat pump models can need more ventilation and electrical power than gas, depending on the manufacturer. See heat pump water heaters.

Can I still put in a new gas water heater?

The City allows it. The Bay Area Air District's Rule 9-6 is the limit to watch: a typical home gas water heater manufactured after January 1, 2027 must emit zero NOx, which today only electric models do. Working heaters never have to come out early. On November 4, 2026 the District's Board votes on moving that date to January 1, 2028. See Bay Area zero-NOx rules.

Will a remodel make me switch to a heat pump water heater?

Not by itself. For additions and alterations to homes built before 2011 above the City's valuation threshold, Menlo Park requires two energy measures from a list, and replacing a gas water heater with a heat pump is only one of the choices. Separately, a project that replaces the main panel must reserve a 240-volt, 30-amp circuit near the water heater; the City says this doesn't require installing heat pump equipment.

Is Menlo Park's water hard on water heaters?

No. Both main providers deliver San Francisco Regional Water System supply, and their 2025 reports show hardness of 8.1 to 112 ppm, averaging 60 ppm for Menlo Park Municipal Water and 62 ppm for Cal Water. That is soft by Cal Water's scale. Tanks still collect some sediment, and tankless units still need the flushing their manufacturers call for. See tankless water heaters.

Does WestLight Energy have a rebate for a heat pump water heater?

Yes. WestLight, the community energy provider that was Peninsula Clean Energy until July 2026, rebates a heat pump water heater that replaces a gas, propane or oil unit, with a smaller rebate for replacing electric resistance. You install first and apply within 90 days, with a copy of the City permit. Its emergency replacement and Full-Service programs use WestLight's partner contractors instead. See WestLight Energy rebates.

How much does water heater repair and replacement cost in Menlo Park?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: tank water heater $1,200–$2,000+; gas water heater $1,500–$4,500+; electric water heater $1,600–$4,000+; tankless water heater $1,800–$6,000+; heat pump water heater $2,500–$6,000+.
