Water Heaters in Atherton: What's Different
Atherton runs its own Building Department and its own electric-readiness reach code, and its electricity comes from WestLight Energy, so a replacement here follows Town and San Mateo County rules.
Not on the exempt list
The Town's list of work exempt from building permits doesn't include water heaters. When equipment has to be replaced in an emergency, the permit application is due by the next working business day.
Tankless means gas math
The Town's tankless handout asks for a single-line gas pipe layout and sizing calculations with the permit, a pressure test of the piping at inspection, and venting exactly as the manufacturer specifies.
Electric-ready utility rooms
Under the reach code, an alteration needing an electrical permit in a utility room with a gas water heater must add a heat pump water heater space, a 240-volt circuit and a low condensate drain.
Soft water from Cal Water
Cal Water's 2025 Bear Gulch report shows hardness of 8.1 to 112 ppm, averaging 62 ppm, with all of the district's water bought from the San Francisco Public Utilities Commission that year.
WestLight Energy territory
Atherton's community electricity provider is WestLight Energy, formerly Peninsula Clean Energy. Its rebate covers a heat pump water heater that replaces gas; Santa Clara County programs don't apply.
Zero-NOx water heaters are coming
Air District Rule 9-6 sets a zero-NOx standard for typical home gas water heaters made after January 1, 2027. On November 4, 2026 its Board votes on moving that date to January 1, 2028.
A Homeowner’s Guide to Water Heater Repair and Replacement in Atherton
Replacing a water heater in Atherton takes a Town building permit, and a tankless conversion also needs a gas pipe layout and sizing calculations. Gas replacements are still allowed, but the Air District’s zero-NOx rule takes effect for new home gas water heaters in 2027, and WestLight Energy rebates the switch to a heat pump. We repair and replace tank, tankless and heat pump water heaters, with same-day service available.
Permits from the Town Building Department
Atherton’s Building Department, at 80 Fair Oaks Lane, issues its own permits. Its published list of work exempt from permits limits the plumbing exemptions to clearing stoppages and repairing leaks without replacing valves, pipes or fixtures, so replacing a water heater isn’t exempt. Plans and documents go in through the Town’s ePlan upload.
| Step | What the Town asks (October 2026) |
|---|---|
| Apply | ePlan upload; Building Department (650) 752-0560 |
| Emergency replacement | Application by the next working business day |
| Tankless | Gas pipe layout and sizing calculations; pressure test at inspection |
| Inspection | Requests at (650) 752-0542; installation instructions on site |
State law also applies: Health and Safety Code § 19211 requires new and replacement residential water heaters to be braced, anchored or strapped against earthquake motion.
Switching to a tankless water heater
Many owners replacing a tank ask about going tankless. The Town’s handout explains the catch: an on-demand heater’s gas input is much higher than a tank’s, so the pipe that fed the old heater may not be adequate. Expect:
- a single-line gas pipe layout with calculations, and a new gas line where the existing one falls short;
- a pressure test of the gas piping at inspection;
- venting to the manufacturer’s instructions, often stainless steel rather than a standard water heater vent.
See tankless water heaters and gas line services.
The Electric Readiness Reach Code
The Town’s Summer 2025 newsletter describes its Electric Readiness Reach Code, which remains in the Municipal Code (§ 15.19.030). It doesn’t require replacing gas appliances. For additions and alterations that need an electrical permit, a utility room containing a gas or propane water heater must get:
- a designated 2.5 by 2.5 by 7 foot space for a future heat pump water heater;
- a 125-volt, 20-amp receptacle on a 120/240-volt, 30-amp circuit, with the unused conductor labeled “spare”;
- a breaker space marked “Future Use”;
- a condensate drain no more than 2 inches above the heater’s base, so it drains naturally.
If the panel isn’t being upgraded, the work only has to fit the existing panel capacity, and it isn’t required if the space would mean moving a wall outside the project’s scope.
Soft water from Cal Water
Cal Water’s Bear Gulch District serves the whole town. Its 2025 report shows hardness of 8.1 to 112 ppm, averaging 62 ppm, and total dissolved solids averaging 117 ppm; Cal Water calls anything under 75 ppm soft. Scale is a smaller worry than in South Bay cities on well water, though flushing a tank yearly still clears sediment. See water heater services. Compare other cities in our South Bay water hardness table.
WestLight Energy and the Air District rule
WestLight Energy, Peninsula Clean Energy’s name since July 2026, rebates heat pump water heaters that replace gas, propane or oil. There’s no pre-approval: install, then apply within 90 days with the Town permit. Its emergency replacement and Full-Service programs use WestLight’s own contractors. See WestLight Energy rebates and heat pump water heaters.
The Bay Area Air District’s Rule 9-6 sets zero NOx for natural gas water heaters under 75,000 BTU/hr manufactured after January 1, 2027, and for larger units, including tankless, after January 1, 2031. Working heaters may stay. On November 4, 2026, the Board votes on moving the first date to January 1, 2028. See Bay Area zero-NOx rules.

Get a free estimate →Antonio did an excellent job fixing the water heater room noise issue. He took the time to properly diagnose the root cause instead of just treating the symptoms, which I really appreciated.
He went through multiple steps to resolve it, including draining and cleaning the water heater and adding vibration pads between the water pipes and the wall to reduce the noise transmission.
He was professional, thorough, and clearly knows what he’s doing. Highly recommend Antonio if you’re dealing with similar issues.

CPI and Alex were extremely helpful when our local church’s water heater kept malfunctioning and needed replacing. From the initial diagnosis, explanation and recommendation of replacement, we always felt that our needs were being tailored to. Not only were they extremely kind, knowledgeable and professional, but they also were diligent and efficient during their time.
We’re truly grateful for their excellent work and would highly recommend CPI to anyone in need of plumbing or heating services, especially for those in larger community buildings like churches like ours.

Water Heater Service in Atherton FAQs
Do I need a permit to replace a water heater in Atherton?
Yes. Water heaters aren't on the Town's list of work exempt from building permits, which covers only things like portable appliances and minor part replacements. Plans and applications go to the Building Department through its ePlan upload; questions go to (650) 752-0560 and inspection requests to (650) 752-0542. If a heater fails and has to be replaced right away, the application is due the next working business day. See water heater services.
What does the Town require for a tankless water heater?
Its tankless handout points out that on-demand heaters burn far more gas than tanks, so the existing gas pipe may be too small. The permit needs a single-line gas pipe layout and calculations showing the system can supply the unit, or the layout of new piping if it can't. The piping is pressure tested at inspection, and the vent must follow the manufacturer's instructions, which often call for stainless steel. Keep the instructions on site for the inspector. See tankless water heaters.
Does Atherton's reach code make me replace my gas water heater?
No. The Town says its Electric Readiness Reach Code doesn't require replacing gas appliances. It applies to alterations that need an electrical permit: if the utility room has a gas water heater, the work adds a 2.5 by 2.5 by 7 foot space for a future heat pump water heater, a 240-volt, 30-amp circuit to a 20-amp receptacle, a breaker space marked for future use and a condensate drain within 2 inches of the heater's base. Check current details with the Building Department.
Can I still put in a new gas water heater?
Town rules allow it. The Bay Area Air District's Rule 9-6 is the limit: a typical home gas water heater manufactured after January 1, 2027 must emit zero NOx, which today only electric models do, and larger units, including tankless, follow on January 1, 2031. A working heater never has to come out early. On November 4, 2026 the Board votes on later dates and exemptions. See Bay Area zero-NOx rules.
Is Atherton's water hard?
No. All of Atherton is served by Cal Water's Bear Gulch District, and in 2025 all of its water was bought from the San Francisco Public Utilities Commission. The 2025 report shows hardness of 8.1 to 112 ppm, averaging 62 ppm, and Cal Water counts anything under 75 ppm as soft. Tanks still build some sediment, so a yearly flush is worth doing.
Does WestLight Energy pay for a heat pump water heater?
Yes. WestLight rebates a heat pump water heater that replaces a gas, propane or oil unit, and pays less when it replaces electric resistance. The property owner applies within 90 days of the install, with the invoice, photos and a copy of the Town permit; any licensed contractor can do the work. WestLight's emergency replacement and Full-Service programs use its own partner contractors. See WestLight Energy rebates.
How much does water heater repair and replacement cost in Atherton?
Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: tank water heater $1,200–$2,000+; gas water heater $1,500–$4,500+; electric water heater $1,600–$4,000+; tankless water heater $1,800–$6,000+; heat pump water heater $2,500–$6,000+. The inspection fee is $59, waived for service plan members.
