Water Heaters in Los Gatos: What's Different
The Town permits the work, San Jose Water supplies the water and Silicon Valley Clean Energy the electricity, so each sets part of the rules for a new water heater.
Same type, same place goes online
The Town's Online Permits System covers a water heater replaced with the same type in the same location. Moving it or switching to tankless takes a plumbing permit application with gas line plans and the maker's instructions.
Straps sized to the tank
The Town's bracing handout calls for straps in the upper and lower thirds of the tank, three on a 75-gallon heater and four on a 100-gallon, fixed with screws at least ¼ inch thick set ½ inch into a stud.
The relief line ends outdoors
The handout runs the T&P relief line outside, ending 6 to 24 inches above grade with an unthreaded fitting pointing down. Where it can't drain by gravity, as in a basement, a Watts 210 valve is required.
Three sources, three hardness levels
San Jose Water's 2025 report averages 151 ppm for its mountain surface water, 288 ppm for groundwater and 99 ppm for treated Valley Water, so scale builds at different rates across town.
SVCE rebates and emergency swaps
Silicon Valley Clean Energy rebates heat pump water heaters of 40 gallons or more that replace gas or electric resistance units, and runs an Emergency Water Heater Replacement program for failed gas heaters.
Remodels make room for a heat pump
Under Ordinance 2380, removing wall framing within 3 feet of a gas water heater means leaving a space and a condensate drain for a future heat pump water heater.
A Homeowner’s Guide to Water Heater Repair and Replacement in Los Gatos
Permits: online for a straight swap
The Town of Los Gatos Building Division ((408) 354-6876) treats a water heater replacement as plumbing permit work. Which path you take depends on what changes:
- Same type, same location: apply through the Online Permits System. The Town lists “Water Heater Replacement (same type and location)” among the permits it issues online.
- Relocation or a switch to tankless: submit a plumbing permit application with a gas line plan and the manufacturer’s installation instructions. Incomplete submittals aren’t accepted, and neither are mail or courier deliveries.
Contractors need a current Town business license to pull the permit. Inspections run on weekdays from 8 a.m. to 3 p.m., and the inspection line, (408) 354-6877, takes voicemail 24 hours a day.
What the Town’s bracing handout checks
The Town’s Water Heater Bracing Requirements handout combines the state’s earthquake rule with an installation checklist:
- Straps: at least two, one in the upper third and one in the lower third of the tank; three for 75 gallons and four for 100 gallons. Screws are at least ¼ inch thick, set ½ inch into a stud, with a washer.
- Location: never in a bedroom, a bathroom or a closet that opens into one.
- Garages: the ignition source or pilot sits 18 inches above the floor.
- Relief line: ends outside, 6 to 24 inches above grade, pointing down through an unthreaded fitting, sloped at least ¼ inch per foot. Where gravity drainage isn’t possible, as in many basements, a Watts 210 valve is required.
- Pipes and pans: water piping insulated for its first 5 feet, and a drain pan for any indoor location other than a garage.
State law, Health and Safety Code § 19211, applies the bracing rule to new, replacement and existing heaters alike.
San Jose Water’s three sources
San Jose Water manages about 6,000 acres of watershed in the Los Gatos Creek and Saratoga Creek basins, and blends that mountain water with groundwater and treated Valley Water. Its 2025 report gives the averages:
- Mountain surface water: 151 ppm hardness, 200 ppm dissolved solids.
- Groundwater: 288 ppm, ranging from 175 to 451 ppm, with 397 ppm dissolved solids.
- Valley Water: 99 ppm.
The report’s service map shows which source mainly supplies an area. Calcium and magnesium settle in a tank as sediment and coat a tankless heat exchanger, so homes on groundwater benefit most from regular flushing and descaling. See water heater services.
Heat pump water heaters and SVCE
Los Gatos is a Silicon Valley Clean Energy community. Its Home Rebates apply to a heat pump water heater that:
- holds 40 gallons or more (tankless and instantaneous units don’t qualify);
- replaces a gas or electric resistance heater, with the old gas unit removed;
- has a UEF of 3.3 or higher, unless it’s a 120-volt or split system, and meets NEEA Tier 3;
- includes a thermostatic mixing valve;
- is permitted, with proof sent in after installation.
Reserve before work starts; approvals hold for 120 days. For a sudden failure, SVCE’s Emergency Water Heater Replacement program works through its own partner contractors. See heat pump water heaters and SVCE heat pump rebates.
Ordinance 2380 and the zero-NOx rule
The Town’s Ordinance 2380 (December 2, 2025) adds an electric readiness reach code for single-family remodels and additions:
- Wall framing removed or replaced within 3 feet of a gas or propane water heater: leave a space at least 2.5 by 2.5 feet and 7 feet tall for a future heat pump water heater, with a condensate drain.
- Circuits added or altered within 3 feet of the gas heater, when the work needs an electrical permit: a 240-volt-ready circuit or a labeled pathway for one.
Repair-only projects are exempt, and the Town says its amendments take effect once State agencies approve them, so confirm with the Building Division.
The Bay Area Air District’s Rule 9-6 sets the bigger deadline: natural gas water heaters under 75,000 BTU/hr manufactured after January 1, 2027 must emit zero NOx. The Board votes on November 4, 2026 on moving that date to January 1, 2028. See Bay Area zero-NOx rules.

| Gas water heater | $1,500–$4,500+ |
| Electric water heater | $1,600–$4,000+ |
| Tankless water heater | $1,800–$6,000+ |
| Heat pump water heater | $2,500–$6,000+ |
| Inspection feeWaived for service plan members | $59 |
Prices are installed, before any current special, and depend on access, materials and what we find.
In Los Gatos, a like-for-like swap can be permitted online, but a relocation or tankless conversion needs gas line plans before the Town accepts the application. Older installs often need new straps, a relief line run outdoors, pipe insulation or a drain pan to pass inspection, and a heater whose relief line can't drain by gravity needs a Watts 210 valve.
Get a free estimate →Antonio did an excellent job fixing the water heater room noise issue. He took the time to properly diagnose the root cause instead of just treating the symptoms, which I really appreciated.
He went through multiple steps to resolve it, including draining and cleaning the water heater and adding vibration pads between the water pipes and the wall to reduce the noise transmission.
He was professional, thorough, and clearly knows what he’s doing. Highly recommend Antonio if you’re dealing with similar issues.

Antonio from CPI Service did an amazing job fixing a serious plumbing issue at my house. My kitchen drain pipe was broken, and whenever we used the kitchen sink, water leaked down and flooded the garage. Antonio quickly identified the problem, opened the wall, replaced the broken drain pipe, and made sure everything was working properly. This was a large job, but he finished it all in a half day. He was professional, efficient, and very careful with the work area. After the repair, he cleaned everything up and left the space in great condition.
I really appreciate Antonio’s hard work and attention to detail. I would highly recommend him and CPI Service to anyone who needs reliable plumbing work done.

Danny was very knowledgeable and efficient. Upon arriving onsite, Danny was able to assess the issue and designed a plan of action that allowed for the water to be turned back on in less than 30 mins. His work and skills speak for themselves. I highly recommend him. Thanks Danny!

Water Heater Service in Los Gatos FAQs
What permit does a water heater replacement need in Los Gatos?
Yes. A replacement of the same type in the same location can be permitted through the Town's Online Permits System, by a contractor with a current Town business license or by the owner. Relocating the heater or changing to tankless needs a plumbing permit application with gas line plans and the installation instructions, and the Building Division doesn't accept submittals by mail or courier. Questions go to the Building Division at (408) 354-6876. See water heater services.
How does a water heater have to be strapped in Los Gatos?
California Health and Safety Code § 19211 requires every residential water heater to be braced, anchored or strapped against earthquakes. The Town's handout asks for at least two restraints, one in the upper third and one in the lower third, fastened with a screw at least ¼ inch in diameter that goes ½ inch into a wood stud, with a washer under the head. A 75-gallon heater needs three straps and a 100-gallon heater four. Plumber's tape or EMT conduit is allowed if installed to the Division of the State Architect's bracing guidelines.
Is Los Gatos water hard on water heaters?
It can be. San Jose Water serves Los Gatos from three sources. Its 2025 water quality report shows hardness averaging 151 ppm (9 grains per gallon) for mountain surface water, 288 ppm (16.8 grains) for groundwater, with wells ranging up to 451 ppm, and 99 ppm for treated Valley Water. The report's map shows which source mainly serves an area. On harder water, flushing a tank and descaling a tankless heat exchanger on a schedule matters more. See tankless water heaters.
Can I still put in a gas water heater in Los Gatos?
The Town's summary of its 2025 code amendments lists no rule for a like-for-like water heater replacement; its electric readiness rule applies to remodels and additions. The Bay Area Air District's Rule 9-6 is the limit to plan around: as adopted, small natural gas water heaters manufactured after January 1, 2027 must emit zero NOx, which today only electric models do. On November 4, 2026 its Board votes on moving that date to January 1, 2028. A working heater never has to come out early, and propane units aren't covered. See Bay Area zero-NOx rules.
What does SVCE require for a heat pump water heater rebate?
SVCE's April 2026 specifications ask for a heat pump water heater of 40 gallons or more replacing a gas or electric resistance unit, with a UEF of 3.3 or higher unless it's a 120-volt or split system, a NEEA Tier 3 rating and a thermostatic mixing valve. Tankless units don't qualify, the old gas heater should come out, and proof of the permit is required. Reserve before installation; an approval holds for up to 120 days. See SVCE heat pump rebates.
My gas water heater just failed. What are my options?
You can replace it with another tank, gas or electric, or go to a heat pump. SVCE's Emergency Water Heater Replacement program replaces a failing gas heater with a heat pump model through its partner contractors, who handle the permit and rebate, and may put in a temporary gas unit if the home needs electrical or space work first. If you install without reserving a rebate, SVCE asks you to email Programs@svcleanenergy.org and note the emergency replacement. We offer same-day service and answer 24/7 at (408) 978-3093. See heat pump water heaters.
How much does water heater repair and replacement cost in Los Gatos?
