Heat Pumps in Saratoga: What's Different

Saratoga's City Code has its own rules for where HVAC equipment may sit and how quiet it must be at night, and they matter more for a heat pump that runs all winter.

  • Six feet from side and rear lines

Section 15-80.030 keeps HVAC equipment out of the required front setback and at least six feet from rear and side property lines, and holds it to the City's noise standards.

  • A 40 dBA night average

At homes, Article 7-30 limits noise past the property line to an average of 40 dBA (50 dBA maximum) from 10 p.m. to 7 a.m., 45 dBA in the evening and 55 dBA by day.

  • Mechanical equipment gets an enclosure

Section 7-30.070 says exhaust fans and mechanical equipment shall be enclosed for soundproofing, subject to the Community Development Director's review and approval.

  • Permits through eTRAKiT

The City lists HVAC replacements among projects that typically need a permit. Applications and inspection requests go through eTRAKiT, and main panel upgrades are on the express permit list.

  • No local heat pump mandate

Saratoga's 2025 electric readiness reach code covers ranges, dryers and water heaters at remodels. It sets no rule for furnaces or air conditioners, so the heat pump is your choice.

  • SVCE rebates for heat pumps

Saratoga is in Silicon Valley Clean Energy's area. Its heat pump HVAC rebate covers ducted and ductless systems replacing a gas furnace or electric resistance heat, approved before installation.

Permits and inspections

Saratoga’s Building Division runs an all-electronic permit process. Its FAQ names HVAC replacements among the projects that typically need a permit, and HVAC work among the trades that call for a licensed contractor. Plan on:

  • Applying through eTRAKiT, the City’s online portal, which also carries plan comments and revisions.
  • Requesting inspections online. The City posts each day’s inspection times after 7:30 a.m. and doesn’t guarantee a time window.
  • Separate electrical work if the panel needs it. A main electrical panel upgrade is one of the City’s express permits; heat pumps aren’t on that list.

Questions go to the Building Division at (408) 868-1240 or the Planning Division at (408) 868-1222.

Where the outdoor unit can go

Section 15-80.030(l) of the zoning code has four rules for HVAC mechanical equipment in residential districts:

  • No HVAC equipment in any required front setback.
  • Outside ADU cases, equipment may sit no closer than six feet from the rear or side property line.
  • Equipment must meet the City’s noise standards in Article 7-30.
  • Equipment installed before July 1, 2004 is exempt from that noise rule, but design review for a project that expands or rebuilds more than half the house can require removing it.

On a narrow side yard, six feet can rule out the old condenser pad as a spot for the new heat pump. The Planning Division can confirm the setback for your lot before the equipment is ordered.

Noise: design for winter nights

An air conditioner sits idle on winter nights; a heat pump keeps running. Article 7-30 sets the limit at any point outside the property boundary, measured over at least three minutes:

Residential Average (Leq) Maximum (Lmax)
Day, 7 a.m. to 7 p.m. 55 dBA 65 dBA
Evening, 7 to 10 p.m. 45 dBA 55 dBA
Night, 10 p.m. to 7 a.m. 40 dBA 50 dBA

Section 7-30.070 adds that mechanical equipment shall be enclosed for soundproofing, subject to the Community Development Director’s review. Distance from the property line, a variable-speed unit that can run at low speed and a properly ventilated enclosure all work toward the 40 dBA night average.

Title 24 testing on a changeout

California’s 2025 Energy Code, as the Energy Commission explains it, applies these checks:

  • Duct sealing whenever the system is altered, even if only the indoor or outdoor unit changes: 10% total leakage or 7% to outside, or a smoke test of accessible leaks.
  • Refrigerant charge verification on heat pumps in every climate zone.
  • Load calculations for new systems.
  • Refrigerant recovery by a technician with an EPA 608 Type II or Universal certificate.

Since January 1, 2026, the Energy Code Compliance (ECC) Program has replaced the HERS program for this testing, and HERS raters are recognized as ECC-Raters. The rater’s results are registered with an ECC-Provider, and the paperwork stays with the home. See duct repair.

Reach code, panels and rebates

Saratoga’s 2025 Energy Code amendments add electric readiness for ranges, dryers and water heaters during certain remodels, with nothing on furnaces or air conditioners. On electrical service, the City’s Electrification page says a home with an existing air conditioner likely needs no service changes for a heat pump, and that the vast majority of homes can electrify without upsizing.

Silicon Valley Clean Energy supplies Saratoga’s electricity. Its heat pump HVAC rebate covers ducted and ductless systems replacing a gas furnace or electric resistance heat, with more for income-qualified customers, plus add-ons for a space heating circuit and panel work up to 100 amps (200 amps by exception). TECH Clean California’s single-family heat pump incentives have been fully reserved since November 14, 2025. See SVCE heat pump rebates. The Bay Area Air District’s Rule 9-4 sets a zero-NOx standard for furnaces manufactured after January 1, 2029.

Heat Pump Service in Saratoga FAQs

Do I need a permit to install a heat pump in Saratoga?

Yes. The City's Building FAQ lists HVAC replacements among the projects that typically need a permit, and HVAC work calls for a licensed contractor unless you hold that license yourself. The process is electronic: apply and request inspections through eTRAKiT. The Building Division is at (408) 868-1240. Heat pumps aren't on the City's express permit list, but a main electrical panel upgrade is. See heat pump installation.

How close to the property line can a heat pump be in Saratoga?

City Code section 15-80.030 bars HVAC equipment from the required front setback and says it may be no closer than six feet from the rear or side property line. It must also meet the noise standards in Article 7-30. Ask the Planning Division (408-868-1222) how the setback rules apply on your lot, especially if an ADU is involved, which the code treats separately.

How quiet does a heat pump have to be in Saratoga?

Section 7-30.040 measures noise anywhere outside the property boundary. For residential land it allows an average (Leq) of 55 dBA and a maximum of 65 dBA from 7 a.m. to 7 p.m., 45 and 55 dBA from 7 to 10 p.m., and 40 and 50 dBA from 10 p.m. to 7 a.m. Because a heat pump runs on cold nights, the 40 dBA night average is the one to design for: distance, a variable-speed unit and an enclosure, which section 7-30.070 asks for on mechanical equipment, all help.

My old AC was installed years ago. Do the new rules apply to it?

Section 15-80.030 exempts HVAC equipment the owner can show was installed before July 1, 2004 from its noise restriction. But a design review application that expands or rebuilds more than half the main dwelling can require removing nonconforming equipment. A new heat pump is new equipment, so plan its location to the current setback and noise rules.

Does Saratoga require a heat pump when I replace my furnace or AC?

No. Saratoga's Energy Code amendments (Article 16-51, Ordinance No. 414 of November 5, 2025) require electric readiness at certain remodels for ranges, dryers and water heaters, not for space heating or cooling. The Bay Area Air District's Rule 9-4 applies a zero-NOx standard to residential furnaces manufactured after January 1, 2029. See Bay Area zero-NOx rules and furnace service.

What does SVCE require for its heat pump rebate in Saratoga?

The heat pump must replace a gas furnace or electric resistance heat at a single-family home, ADU, mobile home or building of up to four units, not new construction. SVCE's April 2026 specifications call for an inverter heat pump or SEER2 16 or better, accept ducted and ductless systems, exclude single-stage and dual-fuel systems, and require proof of permit. Apply before installing; approval lasts up to 120 days. See SVCE heat pump rebates.

How much does heat pump installation and repair cost in Saratoga?

Most jobs are quoted as a fixed price before we start, so you know the cost up front. Typical prices: ducted heat pump system $8,000–$25,000; heat pump with new air handler $12,000–$22,700; dual-fuel system (heat pump + furnace) $10,000–$20,000; ductless mini-split, single zone $3,000–$8,000; ductless mini-split, multi-zone $9,000–$15,000. The inspection fee is $59, waived for service plan members.
