A Homeowner’s Guide to Sewer Line Repair and Replacement in Fremont

The whole lateral is yours

Union Sanitary District (USD) collects and treats wastewater for Fremont, Newark and Union City, and maintains more than 839 miles of public mains, mostly in streets and District easements. Each home connects to a main through its own sewer lateral. Under USD’s Ordinance No. 34, the owner maintains and repairs that lateral from the house to the main, including the part under the sidewalk and street.

When the line backs up

Call USD at (510) 477-7500: extension 0 during office hours (8 a.m. to 5 p.m. weekdays), extension 1 after hours. USD says its Collection Services team responds within one hour, around the clock, to stoppages, overflowing manholes, broken sewer lines and sewer odors. It inspects the public main free of charge. If the main is clear, the stoppage is presumed to be in your lateral, and clearing or repairing it is your cost. USD asks residents never to open a manhole.

Permits: USD, the City and 811

• USD repair permit: required before any work on the sewer outside the building, even on private property. USD issues it to the contractor doing the underground work once fees are paid and a City building permit is shown. Repairs, replacements and additions with under 100 feet of new lateral usually need no plan submittal.
• City of Fremont: the City permits sewer lines and cleanouts only within two feet of the house, through its Citizen Access portal.
• Encroachment permit: work past the property line, in the sidewalk or street, needs one from the City. Fremont’s code limits digging in recently resurfaced streets unless the City Engineer approves.
• 811: call Underground Service Alert at least 48 hours before digging.

Contractors must show a current California contractor’s license, workers’ compensation insurance and liability insurance naming USD as additional insured.

What USD’s inspector looks for

USD’s Lateral Installation and Repair Guide sets the standards a new or repaired lateral must meet:

• 4-inch pipe minimum, in ABS or PVC of the listed grades, at a 2% slope (1% if the main is too shallow);
• at least 24 inches of cover, or ductile iron or C900 PVC where cover is shallower;
• 6 inches of crushed rock under the pipe, and no backfill until the inspector approves the pipe and bedding;
• a two-way cleanout within 30 inches of the house, a property-line cleanout if the next cleanout upstream is over 50 feet away, and cleanouts at sharp bends and every 100 feet;
• a water test for open-trench work, or an air test for trenchless work, witnessed by the inspector.

USD’s specifications also require an overflow protection device where a floor sits six inches or less above the rim of the nearest upstream manhole. Elsewhere USD doesn’t generally require one, though it suggests one for homes in hilly areas.

Pipe bursting in USD’s area

USD calls pipe bursting the most popular way to renew laterals in its area. A bursting head splits the old pipe while pulling new HDPE pipe behind it, working from a pit at each end instead of a trench across the yard and street. USD’s conditions:

• a video of the existing lateral, reviewed before approval; multiple sags or too little slope rule it out;
• an owner approval form, signed after watching that video in full;
• a cleanout to grade at the property line, and a post-work video for final acceptance.

Street trees, ADUs and septic

• Street trees: Fremont’s code treats root cutting as pruning, so work on a street tree’s roots needs a street tree permit. USD also advises against planting trees over a sewer line.
• ADUs: USD normally lets an ADU connect by a branch to the home’s existing lateral, with a two-way cleanout within 30 inches of where its sewer leaves the unit. An SB 9 lot split that puts the ADU on its own parcel requires a separate connection to the main.
• Old capped laterals: reuse needs a video reviewed by USD and an upgrade to current standards.
• Septic: a home on a working septic tank isn’t connected to USD; switching over starts with USD’s requirements and fees.
